issues no new debt obligations,
the debt service ate will decline
as the value of properties on the
tax rolls increases. With more
than $22 million in new devel-
opment already slated for con-
struction in 2013, the impact to
Manor’s tax rate could prove
significant in the first year of
the reduction plan.
Shanks said the amount of
each year’s minimum rate
reduction is directly related to
the pace of commercial and res-
idential growth. Commercial
development brings additional
revenues in the form of sales
tax and could justify reductions
greater than the minimum.
“With conservative estimates,
we believe we can reduce our
tax rate by at least 7 cents over
the next four years,” said
Shanks. “The plan is not intend-
ed to end in four years. It should
be reviewed at that time and
adjustments made based on
current growth projections and
needs.”
“We view the plan as a
covenant with Manor’s resi-
dents and businesses,” said
Mayor Jeff Turner. “We are very
aware of the tax rate and the
impact it has on our growth.
This plan lays out our commit-
ment to reduce taxes and
enforces our goal of encourag-
ing economic development in
the Manor community.”
The council asked that the
plan be drafted in the form of a
resolution outlining the
specifics and provide a public
record of its intent.
