his last day as the city
manager of Elgin. His
retirement marks the
end of a 46-year career
in public service and
was marked by a fare-
well gathering at the
Fleming Community
Center honoring his
February to fill the seat va-
cated by Chris Cannon who
relinquished his council posi-
tion earlier to run for mayor.
Edward Maldonado also
resigned earlier this year,
creating an opening for a rep-
resentative for Ward 2, but
that seat will not be filled by
the special election in May,
as it will likely be addressed
with the November election.

as the city had canceled the
general election at its regu-
lar meeting March 1 when
it appeared that all incum-
bents whose terms were to
expire in May were running
unopposed, but then things
changed.
The seat filled by Thomas in
Ward 3 was in-fact originally
scheduled for re-election in
May 2017, however, Thomas’
years of service.
Lacy has held the po-
sition of city manger in
Elgin for more than two
years and has played a
key role in implementing
critical changes regarding
pay for city employees,
community improvement
projects, and city tax rate
reductions.

with the sale of the
property. In addition
to coal, 100 percent
of gas and mineral
rights on 5,564 acres
of the property will
be conveyed in the
sale and 60 percent
of gas and mineral
rights on another
22,489 acres will
transfer. Alcoa plans
to leaseback parts of
the ranch.
The property is
listed at $250,000,000,
and is being handled
by Dallas real estate
broker Bernard Uec-
htritz.

ity wildlife, and pro-
duced more than
16,000 bales of hay
last year. It is said to
have 14 lakes cover-
ing 48, 379 acre-feet
of water, making it
one of the largest
sales of water in his-
tory.
Alcoa once mined

coal, but the mining
stopped and since
then the property has
been managed for
half of a century with
preservation in mind,
conserving land,
water, and wildlife.
It is estimated that
the property still
holds 200 million tons
