Non-profit Austin Wildlife Rescue
celebrated the opening of their new
rehabilitation facility in Bastrop
County with a ribbon-cutting cere-
mony last Wednesday.
The new building, located on 6.7
acres at 111 Elbow Bend Road be-
tween Elgin and Cedar Creek, is
7,200 square feet with eight rooms,
including a surgical suite and sep-
arate rooms for various types of
birds and mammals. The building
also includes a multi-purpose porch
area which can be used for bird
flight tests and allows animals who
were previously housed inside to get
used to outdoor temperatures again
before moving to outside cages.
Outside, the facility has a deer pen,
a 100-foot-long raptor cage for birds
of prey and many cages for raccoons
and opossums.

After an organized effort by cit-
izens and city staff, the Elgin City
Council unanimously passed an
ordinance on February 5 creating
a designated truck route avoiding
the downtown area. Less than five
months ago, accidents involving
vehicles with oversized loads dis-
rupted traffic and caused damage
on Main Street and Taylor Road.
The ordinance restricts trucks
and trailers over 30,000 pounds,
including the load carried, intended
primarily for the transportation of
property from any road through
Elgin other than U.S. Highway 290,
with some exceptions. Previously,
the Texas Department of Motor
Vehicles (TxDMV) sent permitted
oversized loads through Loop 109,
a state-controlled road that follows

County officials and staff cleared
up some misconceptions about an
advisory committee intended to
oversee the county’s animal shelter
after a number of local cattle ranchers
expressed their concerns about the
powers the committee would have.
During last week’s meeting, the
Bastrop County Commissioners
Court approved the creation of the
Bastrop County Animal Advisory
Committee. Chapter 823 of the
Texas Health and Safety Code re-
quires counties with a population of
75,000 or more to establish an advi-
sory committee to oversee the oper-
ation and function of animal shelters
and ensure they comply with certain
standards. Some of these regulations
include inspection requirements and
quarantine procedures. The purpose
of Bastrop County’s committee
includes advising the commission-
ers court on compliance with this
code, fostering animal welfare in the
county and promoting collaboration
between the county and private citi-
zens and institutions.
Bastrop County is expected to ex-
ceed the 75,000-resident threshold by
the next official U.S. Census count
in 2020, and Bastrop County animal
services director Ashley Hermans
wanted to have the committee ready
before that data comes out so that
Bastrop County can remain in com-
pliance.
A group of 400 cattle ranchers
signed a petition opposing the an-
imal advisory committee. During
last week’s commissioners court
meeting, three citizens spoke during
public comment against the commit-
tee, and seven more expressed their
opposition. Their concern was the
committee would have the power to
interfere with their farms and ranches
and would dictate how they should
treat their livestock.
However, the code mandating the
creation of a committee only ap-
plies to animal shelters and specif-
ically excludes livestock facilities.
In addition, Hermans said the com-
mittee would have no oversight or

“Over the last several months,
the amount of oversized loads got
really out of hand, and we could
see damage they were doing to
trees and the road and the pave-
ment,” Brittain said. “But every
time we called anyone to do any-
thing, we were told nothing could
be done.”
Forest Dennis, who has lived on
Main Street across from the in-
tersection with Taylor Road since
2006, said he and his family have
also noticed an increase in large
trucks over the years, including
more oversized permitted loads.
“Those trucks would stop there
at Taylor Road, and then they turn
and we hear them grind through all
those gears,” Dennis said. “It was
really loud and annoying every
time one came by.”
