Income Tax Withholding
It is a pretty good idea to sit
down now, before the end of the
year, and figure out whether your
income tax withholding is going
to cover you on April 15. The good
tax folks say that moet taxpayers
prefer for the government to owe
them, rather than take any
chances on having to pay extra.

New York — Americans need
a better system of providing medi-
cal care as well as a means of
financing it, AFL-CIO Social Se-
curity Dir. Bert Seidman stressed
during a televised "discussion”
with a spokesman for the Ameri-
can Medical Association.
The solution, he said, is a na-
tional health insurance program
and not the AMA’s "medi-credit"
proposal of federal tax credits
to subsidize part of the cost of
existing private health insurance.
Seidman said the AMA plan
assumes that "there's nothing
wrong with the medical care sys-
tem that we have in the United
States today, except for the fact
that there are some people who
really can’t afford to purchase
it”
Even the Nixon Administration
appears to recognize that “we do
need a very substantial change in
the organization and delivery of
medical care,” Seidman noted.
But the Administration, he sug-
gested, sees this as an excuse for
inaction, maintaining that until
medical services and facilities be-
come more available, “we shouldn’t
do anything about financing”
health care.

There is a Special Meeting
called for Saturday morning,eNovs
14. The purpose of this meeting’
is to elect a delegate to the Labor
Greater New York, and Bernard
Harrison, an official of the Amer-
ican Medical Association.
The AMA spokesman termed
the labor-supporting national
health insurance legislation a "ple
in the sky” approach “that wotld
seek to restructure the whole
health care system.”
Seidman and Brindle retorted
that the existing health care sys-
tem does, indeed, need restruc-
turing, as well as financing.
National health insurance bills
in the House and Senate, Seidman
said, would provide incentives for
“the necessary expansion” of
health care facilities and man-
power at the same time that a
means of financing would be pro-
vided through government, em-
ployer and worker payments.
Seidman characterized the Ad-
ministration's Senate testimony
opposing national health insur-
ance as “an entirely negative
statement.” But despite this op-
position, he declared, "the pros-
pects for enactment of national
health insurance are better than
they have been at any time."
