commercial structures. According
to the proposed ordinance, a non-
conforming commercial structure
that is over 50 percent destroyed
may not be rebuilt. Stansel asked
if this percentage could be
changed to 75 percent.
He said he was concerned that
if a business was 51 percent
destroyed, the insurance company
would only pay for 51 percent of
the damages and the owner would
thus lose the remaining
investment without being able to
rebuild.
Knickerbocker noted that the
council could change the figure. •

Tom Knickerbocker of the
Former Alvin Councilmember
Larry Townsend also had
questions about zoning He had
concerns about sections of the
previous version of the zoning
ordinance which stated that
churches may be held responsible
for the maintenance of the roads
near their facilities.
Knickerbocker explained that
churches are permitted in every
district, but must operate under a
specific use permit in the K 2
district (single family residential
district) Under the specific use
permit, the city may impose
certain requirements such as
necessary widening of a roadway
Two citizens requested that the
classification of their districts be
changed. Elizabeth Hegelson and
Jesse Briones were each worried
that the current district
classifications of their properties
would prevent the future use they
had planned.
Hegelson and Briones were
asked to mark their properties on
the proposed zoning map and
were assured that the zoning
commission would look into the
reclassifications.
