Everybody wondered why postmen,
more exposed to weather than any-

when one-third of the population was
downed. But postmen were told what
to do.
Mr. W. V. Costello, B. F. D. Foot-

The New. and NKA Service.)
Cruisers, the crux ef recent Brit-
ish-American naval negotiations, are
limited to 10,000 tons Md 8-inch
guns - supplemented by anti-aircraft
batteries. They ard protected by
moderately heavy ride armor, but
their main defence to a speed of up
to M knota. They have enough space
for stores and fuel to allow them
to steam great distances.
Cruisers esn chase and fight any-
thing except capital ships Md are
a speial menace to destroyers. In
fleet battles they are the most im-
portant factors in preliminary on-
gagsmente between light forces.
This type of ship can most effec-
tively screen the main body during
a fleet movement and obtain informa-
tion of enemy movements.
England has 52 first-line eruisers
in service and America has 10, with
respective tonnages of 312,000 and
70,800. The United States also has
1* 10,000-tonners under construction
and 10 more authorised. Britain has
10 being built or authorized, inelud-
in* the Surrey Md Northumberland,
construction of which hoe been post-
poned. Even if they ere nil built the
British tonnage will still consider-
ably outweigh the American.
The 10 first-line U. S. eruisers now
operating coot about *10,000 apiece.
The eight soon to be completed, au-
thorized in 1926, probably will cost
between $12,000,000 Md $13,000,000.
As for those provided for io the 15-
eruiser bill, I five of which are in
initial process of construction, the,
cost limit was set at *17,000,000 each.
Our existing 10 first-line eruisers
cost about *1,000,000 a year to op-
erate Md carry a personnel of nearly
•00. But these are all 7,500-ton ships,
armed with 6-inch guns. The new
10,000-tonnera will each be manned
by 000 officers and men. Operation
costs will te at least 10 per cent
higher. Each will cany nine or 10
