"Often the lower-paid, semi-
skilled Jobs are located far from
the lower cost housing areas
where these people live,” he
said. “As a result, even if they
want to work, they can’t get to

Fredrickson said the welfare
law makes no allowances for
this.
“If a man’s normal, able to
work, but can’t find a job, then
he’s in real trouble,” he said.
He simply can’t get any bene-

Results of union
ballot due today
PORT ARTHUR, Tex. (AP)
- Union officials were expected
to announce today the results of
a vote by about 4,500 striking
Texas refinery workers here on
a proposed company contract.
The members of the Oil,
Chemical & Atomic Workers
(OCAW) defeated a motion by
the union negotiating com-
mittee Thursday that they turn
down the contract offer.
Secret balloting by the mem-
bers followed, but the results
were not announced Thursday
night
Texaco said it was making its
final offer of a new contract for
the OCAW local, which has been
on strike since Jan. 8.
The union workmen’s com-
mittee submitted to members
the proposal without recom-
mendation at a meeting Thurs-
day morning.___

lawyers planned to ask a state

Bell contends the court has
not authorized any regulation of

Texas to the only state that
has no statewide regulation of
utilities. Cities set local rates
Bell announced a Hi million
