As few as eight or 11 drivers lost
licenses for these causes in;two
of the states.
These facts only begin to in-
dicate the extent of the danger-
ous) driver menace on the high-
ways and how lax some states
are in revoking or suspending
driving licenses of mentally and
physically incompetent persons
who somehow managed to ob-
tain them, according to Mr. Blais-
dell. Most states do not list revo-
cations or suspensions of driving
licenses of such obviously ; dan-
gerous drivers, he pointedgout.
The problem is not only wide-
spread but it is growing with the
increase of mental illness in the
nation. This means that every
year more serious psychiatric
cases will be permitted to bper-
ate motor vehicles and endanger
lives on the highways unless all
states take prompt action to bar
mentally ill motorists from the
roads. ’

Stricter state licensing proced-
ures were advocated today by
Paul H. Blaisdell. public safety
director of the Association of
Casualty and Surety Companies,
to help end the threat to public
safety on the highways by men-
tally’ incompetent persons and
habitual violators who, are : to-
tally unfit to drive.
A survey at license revocations
and suspensions in 40 states and
the District of Columbia in 1952.
made recently by Mr. Blaisdell,
has revealed that “alarming num-
bers" of wholly unfit drivers and
habitual law violators have been
allowed to drive, he said.
They will continue to menace
the safety of all motorists and
pedestrians, he declared, until all
states deny licenses to "moronic
or mentally ill" drivers. Tests? for
driving licenses should be suffi-
ciently rigid to reveal a person’s
unfitness to operate a . vehicle
safely. he added, and re-examina-
tion of all drivers periodically
would disclose those who subse-
quently became unfit, rather than
allow accidents to reveal i the
presence of dangerous motorists
on the highways.
In less than a dozen stats a
total of 7,050 drivers lost their
licenses because of dangerous
characteristics for operating a
motor vehicle unsound mind.
