Working comittees are striving to
make the coming fair attain stand-
ards that have been set for Decatur
in the past, and knowing what that
standard is, the people are going to
be here in multitudes to participate
in the general pleasures and instruc-
tions afforded.
At a second mass meeting of citi-
zens, held in the chamber of com-
mere office Thursday of last week a
report of the commit tee that attended
the conservation meeting in Dallas
was received, and after discussion it
was decided it was timely that Wise
county thoroly inform itself of the
ful situation as a first move toward
the Tarrant county intention of fill-
ing the valley with water and of try-
ing to divert the atention of the Fort
Worth people to the reservoir site
that exists on the river west from
Bridgeport as apreliminary move to
the building of the latter reservoir,
from which to irrigate the lands be-
low.
It was in a sense of the meeting
that Wise county work in harmony
with the Tarrant county people in the
degree that was possible.
A committee was appointed to in-
vestigate and mako a report at a
meeting to be called in the future,
composed of the following: J. F. Li-
Jard, L. D. Kirkpatrick, Bridgeport;
Eugene Munn. Boyd; J. A. Simmons,

today’s great irrigation work were
being sown.
Mr. Bellah ami Mr. Kemp had long
been friends. Kemp, as every one
knows, early realized the possibilities
of damming the Wichita river ami ir-
rigating unbounded stretches of for
tie North Texas soil. The long and
gallant fight he made to bring his
dream to fruition is past history now
ami is a familiar story in Texas. But
linked with his own name in the fight
has been the name of Sam Bellah

J. A. Kemp is hoping for fair

fy a sret ambition he has cherished
tor years. He let his conferres a*
the Texas Conservation association
convention in on it yesterday by ad-
mitting that he wanted to take a rid •
with the man who "discovered Lake
Kemp.”
IT’S A STORY OF
FORTY YEARS AGO.
Mr. Kemp didn’t conceive the
Wichita county water improvement
project at all—or rather he didn’t
locate the site now bulwarked by the
massive shoulders of the storage dam
and washedi by the waters of the vast
lake that bears his name. He played
his part, but another also had a shara
and it is this latter man whose
friendship Kemp has neld ami hon-
ored thru long years of adversity and
prosperity that lends enchantment to
this prospective voyage.
This is the story:
Forty years ago, back in 1883 or
thereabouts, a young surveyor and
ranchman lived on1 a large tract of
la ml half way between Wichita Falls
and Seymour. He knew the valley of
the Big Wichita river like a book; he
had explored it: he was familiar
with its geographic and geologic peeu-
liarities; he understood its moois and
foresaw its possibilities.
HE SURVEYED MANY
MILES OF TERRITORY.
For years he thought ami pone-
ere. at out of his imagining- was
erystallized a picture of irrigation in
mind the parade will Im given on both
days of the fair, at eleven o’clock on
Friday ami at the same hour Satur-
day.
The entertainment committee is
working nt its job and is to have
something going on. A big platform
will be erected at an entrance of the
courthouse and the amuesment will hr
free to all. Despite the untoward
year.et looks as if we may have fair-
ly representative exhibits in the de-
