The department already offers the
course on a voluntary basis, taught
by volunteer instructors. The Texas
course is recognized by all states
requiring a hunter education course.
Persons who have been certified
under the voluntary program are also
certified under the mandatory pro-
gram.
Steve Hall, hunter education co-
ordinator, said the voluntary pro-
gram currently has 1,230 instructors,
but about 2,000 will be needed to
handle the influx of students brought
in by mandatory hunter education
legislation. "Those who wish to
become instructors must first pass
the basic student course and then
pass an instructor’s course,” Hall
said. Prospective instructors are
encouraged to call Hall at 512/389-
4568.
The hunter education course in-
cludes instruction in such topics as
hunter responsibility and ethics; safe
handling of firearms and archet
equipment; wildlife conservation,
management and identification;
hunting regulations; landowner
rights; survival and wilderness first
aid.
The department will announce the
official effective date for beginning
the program around April 1988.

"When a home with a GI loan is
sold, a veteran should be sure that
the loan is paid in full or a release of
liability from the Veterans Adminis-
tration is obtained,” Dr. Stephen L.
Lemons, director of the Waco VA
Regional Office, said. “If this is not
done, the veteran remains liable for
repayment of the loan and may be
■victimized by a type of fraud called
‘equity skimming.”'
Lemons warned that in the typical
equity skimming case, a veteran
borrower who needs to sell his home
may be approached by an individual
who promises to pay all delinquent
loan installments and take over
responsibility for repayment of the
balance of the loan. The veteran may
even receive a small payment in
exchange for executing a deed to the
property. -
Once the veteran homeowner
moves out of the house, believing he
or she is no longer responsible for
the loan payments, the new owner
proceeds to rent the property.
However, the rental income is not
used to pay the loan, but goes
instead into the pockets of the equity
skimmer. Lemons explained.
‘ ‘The fact that the veteran deeded
the property doesn’t release the
veteran from liability under the loan
and doesn’t necessarily make the
purchaser liable for repayment of the
mortgage,” Lemons said. “Conse-
quently, if the equity skimmer makes
no payments on the loan, it is the
veteran who remains responsible for
the loan indebtedness.” ,
“Unfortunately,” he said, “it is
often not until after the mortgage
lender forecloses on the property
that the veteran discovers his or her
liability. The Veterans Administra-
tion usually cannot warn the veteran
about the problem because the
lender often informs the VA about
the sale and the loan delinquency
after the skimmer has worked his
fraud."
“Attorneys for the VA advise that a
veteran thinking of selling his or her
home and allowing the buyer to take
over payments on the GI loan should
give consideration to making the
obtaining of a Release of Liability
from the VA a condition of the
sale," Lemons said. "The veteran
can do this by writing to the VA
regional office that guaranteed the
loan and requesting the necessary
