Gentlemen:
Pursuant to Section 10.02 paragraphs (d) and (e) of the
Red River Compact, Arkansas-Louisiana-Oklahoma-Texas,
and as directed by the Red River Compact Commission
(RRCC) at the seventh annual meeting, submitted
herewith is a copy of the report of the RRCC, together
with an accounting of all funds received and expended
by it in the conduct of its work for FY 1986. A budget
covering the anticipated expenses of the Commission for
FY(s) 1987 through 1989 is also included in the report.
The seventh annual meeting was held in Oklahoma City,
Oklahoma, on April 30, 1987. Reports of the committee
chairmen were made and accepted. Resolutions of
appreciation adopted for all former members of the
Compact Commission were circulated for signature. Mr.
Lynn Lowe, Arkansas Ccmmissioner, was reelected Acting
Chairman by acclamation, since no Federal Chairman has
been appointed by the President. Mr. J. Randy Young,
Arkansas Commissioner, was reelected Secretary-
