In the Omnibus Budget Rec-
onciliation Act, signed into law
on November 5, Congress reaf-
firmed its commitment to

lion in block grants to states to

Three Llano Yellowjacket footballers
were selected to the Class 3AAA All West
Texas Football Team as announced by
the San Angelo Standard-Times late last
week.

Jacket senior linebacker Corby Walker
was selected on the defensive team.
The Standard-Times story says that
Virdell, at 6’6" and 230, is the only junior

The child care package also
increases the earned income tax
credit (EITC) for low-income
families, adjusts the credit ac-
cording to family size and pro-
vides a supplemental $500 EITC
for families with a child under
one year of age. Another new tax
credit helps low-income work-
ing parents pay private health
insurance premiums for their
children. In addition, the budget
bill restructures the Medicaid
program so that over time, all
children in poverty will have ac-
cess to health care.
In a related move. Congress
voted to provide enough federal
funding to ensure that all eligi-
ble preschoolers are enrolled in
the Head Start early education
program by 1994.
To be sure, in the midst of
these successes, there were
some disappointments. Presi-
dent Bush employed his often-
used veto power to kill the Fam-
ily and Medical Leave Act of
1989. The legislation provided
up to three months of unpaid
leave for workers who needed
time off to care for a sick family
member, recover from a serious
illness or become a parent. Al-
though the bipartisan majority
supporting the bill was not large
enough to overturn the Presi-e
dent's veto, congressional lead-
ers say they will introduce this
bill again in the 102nd
Congress.
Based on this far-reaching
legislative legacy, the 101st
Congress marks a turning point
in the effort to strengthen
American families and provide
the resources to make sure that
children get the best possible
