September 28: Domestic dispute
at residence on Highway 60. Mail-
box vandalized on Rexville Road.
Suspicious vehicle on FM 2429.
Assisted Sealy PD with suspicious
subject at Little B’s. Assisted with
funeral procession going to Bren-
ham. Possible drunk driver west-
bound on IH-10 in red/gray pickup.
Dispached ambulance on five runs
today. One fire alarm turned in today.
September 29: Car hit 18-wheeler
hcadon seven miles east of Bellville
on Highway 159. Subject being har-
assed at residence on Ward Bend
Road. Cow missing from pasture on
Highway 159 east of Bellville. Light
brown cow out on FM 3013. Possible
drunk driver eastbound on IH-10 in
light blue Chevy Chevette. Bicycle
riders riding down the middle of FM
109 and won't let cars pass. Subject
in green Ford pickup shooting at 18-
wheelers on IH-10. Fight at El Tropi-
cal Club near Sealy — one subject
brought to jail. Subjects riding horses
down Mlcak Road in the dark. Erratic
driver in 18-wheeler eastbound on
Highway 159. Two car accident on
IH-10 at 726 mile marker — minor
injuries. Dispatched ambulance on
three runs today. Two fire alarms
turned in today.
September 30: Gunshots fired in
pasture near Wallis. Suspicious sub-
jects on Tiemann Road in a small
green car and an orange/white pickup.

Focusing attention on pressing
access to health care problems in
rural Texas was the goal of a confer-
ence co-hosted September 29-30 by
state Representative Robert Saunders,
D-La Grange, and U.S. Representa-
tive Greg Laughlin, D-West Colum-
bia.
More than 30 lawmakers, physi-
cians and hospital administrators at-
tended the conference, which was
held in Columbus and co-hosted by
the Texas Medical Association and
Texas Hospital Association.
Lawmakers and health-care pro-
viders focused on the problems rural
Texans have obtaining health care
and studied potential solutions to
those problems for recommendation
to the Texas Legislature in January.
During the 1980s, access to care
dwindled in rural areas of the state
with the closing of 105 hospitals, in-
cluding 56 in rural areas. Fifty-three
Texas counties now have no hospi-
tals and 115 rural health manpower
shortage areas currently exist in the
state.
Congressman Laughlin was lauded
for his efforts to keep rural hospital
emergency rooms open by prevent-
ing heavy handed federal interven-
tion in life and death decisions to
transfer hospital patients.

Southwestern Bell Telephone Company has filed an appli- a
cation with the Texas Public Utility Commission to introduce two :
experimental services called Call Forwarding - Busy Line and Call :
Forwarding - Don't Answer.
Call Forwarding - Busy Line and Call Forwarding - *
Don’t Answer are optional call management services that will auto- :
matically forward a customer's incoming calls to a pre-designated 1
number whenever that incoming call encounters a busy or don't '
answer condition. These services are for both business and
residence customers. The company proposes that the services 1
be available beginning November 19,1990.
The monthly rates for Call Forwarding - Busy Line and Call
Forwarding - Don’t Answer are $1.00 for residence customers and
$3.00 for business customers. The monthly rate for subscribing
to both services is $1.75 for residence customers and $4.00 for :
business customers. During this experimental offering period
the installation charges will be waived.
Call Forwarding - Busy Line and Call Forwarding -
Don’t Answer are expected to generate first-year revenues of
approximately $752,000.
Call Forwarding - Busy Line and Call Forwarding -
Don’t Answer will be offered on an experimental basis in selected
areas throughout the state for 12 months. The availability of these
services after that time will depend on Southwestern Bell’s deci-
sion of whether to offer the services on a permanent basis.
Persons wishing to comment on these services should
notify the commission by November 9,1990. Requests for further
information should be mailed to the Public Utility Commission of
