lilnlno Oppoaed » Duty on Hide.
Tho following letter from Secretary
of State Jtimi'H (I. Bhiino in 1890 is
HuppoHed to have hud great weight with
the ways and moans committoe:
Wahionoton April 10 IMO.
Dbaii Mil. MoKlNl.nr—lt in a groat mistulo
to take hides from tho fr.s. list where they
havo boen for so many yrars. It is a slop in
the fare to tho South AnierleanH with whom
WO are trying to enlarge our trade. It will
bonellt th„ farmer by adding 5 to 8 per emit to
tho price of Ids ehildron’s hluh-h. It will yield
a profit to tho butcher only the last man that
needs it. Tho movement Is injudicious from
beginning to end In every form and plinso.
Pray stop it before it sees light. Such move-
niontH as this for protection will prelect the
Itopulillenn party into a speedy rotlromont.
Vulll'H llllHtlly .lAMKHtI. Hi.aine.
Hon. William McKinley Chairman Ways and
Moans.
Whero is tho Ulaino this your who
can head off tho westerners who want
their share of protection mid foolishly
inuigino that they can get it by a duty
on hides? It is perfectly consistent with
tho protection system to tax hides es-
pecially us tho bulk of tho tux would
probably go to a few monopoly butch-
ers mid ranchmen. But observe some of
tho effects upon our industries:
Tho importations of untaxod hides
mid skins lust year were valued nt $20-
216528. Tho goatskins were valued nt
$ 1080111109. Tho former were mostly
converted into solo leather boltings
mid such like heavy material for which
our native bides are not thick enough.
Tho goatskins are not produced in this
country.
From this raw material wo not only
manufacture boots shoos mid leather
goods for our own people cheaper mid
hotter than they uro miido elsewhere in
the world but wo exported flnislied
products of tho value of |30a48?00.
Without free mid cheap raw material
this export trade would havo boon im-
possible mid our own people us Mr.
Bluiiio pointed out would bo compelled
to pay lucre for their footwear. Tho
wages piiid to our workers in leather
lust year mnounted to $2554210(1
ProhuitlDff tl><« Few Woolgi'owei'N.
Suppose tho Dingley duties on wool
would give tho woolgrowoi'H all tho
protection claimed’and that tho price
of wool would actually go up tho full
amount of tho duty which of course
is absurd. Whnt would bo tho effect up-
on the country at birgu?
Mr Edward Atkinson stutistiolmi
estimates tho mimiul wool product at
$06000000 out of a total of $18200-
(100(100 produced by all tho workers of
tlio country mid the persons dependent
on tho wool industry at 800000 out of
a total population of 78000000. Tho
wool duty then means that out of every
840 persons 880 uro to bo "held up" for
the lioneflt of tho other one. This is a
sample of what protection does. Os
course more tliiin 800000 persons may
sometimes raise a few sheep but the
iiiti ii Hts of these others uro morn those
of tlio consumer than of tho sheep raiser
and they would lose more bocmisn of in
croasi'd cost of woolens I him t hey would
gain by tlio increased price of wool.
Tho protective tariff system is a farce
when considered in eonneutioli with tho
farmer or the workingman. Will they
i vcr fully appreciate it?
