The first settlement existed at El Paso del Norte, "The Pass of the
North." This old Texas settlement, Ysleta, dates from the early 1680s.
The county seat changed to El Paso when that city captured a very
dubious ballot in 1883.
The exceptional Classic Revival courthouse, built in 1917, was
remodeled in the 1950s. These changes basically destroyed its classic
appearance. The current highrise modern steel and concrete building
was built in 1980.

On Saturday, June 1, 1996
"Operation Outdoors Kid Fish

manche County. There were 140

to 16 year of age. Boy and Girl
Scouts as well as other youth
groups from Goldthwaite, Co-
manche, and surrounding areas
participated in the event.
Planned events included a
tour of the Upper Leon River
Municipal Water District treat-
ment plant and a tour of Proctor
Lake Dam with a program on
water conservation and flood
control. Also the youngsters en-
joyed a tour of Lakeview's Ice
Plant. One of the features of the
program included a class on
boating safety instructions com-
plete with boat rides to receive
first hand information on boat
operations and the importance
of safe boating, and a live fish
identification program by
Herrell Arms of Arms Fish and
Bait Company. Last, but not
least, there was a fishing semi-
