Dec. 15 at 6:30 p.m. in the First
Baptist sanctuary.
The board initially met in ex-
ecutive session for approximately
one hour, and when they came
into open session accepted the
resignation of Madeline O'Neal
as Special Education teacher.
Next the board heard presen-
tations from three architectural
firms on how they would handle
the construction of the proposed
eight classroom addition to the
Westside School.

Pearsall - The Pearsall Inde-
pendent School District has es-
tablished a Night School for eli-
gible students who desire to finish
high school. The school curricu-
lum is designed for "outcome based
education" allowing each student
to progress at his/her own rate
towards completion of high school
courses and graduation.
Those students who success-
fully complete the Night School
receive a Pearsall I.S.D. diploma
and a high school transcript.
Courses are offered in all of the
basic areas required for gradu-
ation as specified by the Texas
Education Agency.
The Night School is currently
located in the Pearsall Junior High
Building and offers classes from
4:30 to 9:00 p.m., Monday through
Friday. The school employs one
full time teacher and director (Mr.
Leman McNeal), a teacher aide,
five part-time teachers, a part time
counselor, and the consultation
services of the local Job Training

told the board that the actual
budget for the 1991-92 school year
turned out to be Si 1,598,343.73.
The board decided to proceed
with plans to remodel the former
General Machine Repair build-
ingat Pearsall Junior High to house
the district's PEP center, as long
as the cost did not exceed S25,(XX).
The board decided, in the mean-
time, to look for space to rent in
Pearsall, since more students
are needed in the program imme-
diately.

ent School District operates a

tive and productive thinking abil-
ity. We are now in the process of
identifying Kindergarten students
who may qualify for inclusion in
this program. A child may be
nominated for the Gifted and
Talented program by the parent
or by a teacher. Once a child is
nominated for the program, a

In a December 3 meeting that
lasted until approximately 11:00
p.m. even though there were only
five items on the open session
agenda, the Pearsall school board
heard from three architects con-
cerning the planned classroom
addition to the Westside school,
"clarified" the 1991-92school dis-
trict budget as totaling Sil,

is highly structured and each stu-
dent works in small groups and
individually with the teachers.
Students arc expected to meet high
standards of self-discipline and
arc selected only after a written
agreement to comply with strin-
gent attendance and discipline
procedures.
The Pearsall Night Light School
is seeking a limited number of
new students for immediate en-
rollment. The school is open to
various categories of students and
is soliciting applications from
eligible young adults aged 16 to
21 who have dropped out of school
and who wish to complete all
requirements for a high school
diploma. interested students

My priorities in the Texas Senate
always include being a champion
and spokesperson for improved

Interstate Highway 35 from New
Braunfels through Laredo, the
"Border Highway" from
Brownsville to El Paso, the Laredo-
Corpus Christi highway, Highway
59 from Freer to Beeville. High
way 359 from Laredo through
Hebbronville to Alice, Highway
57 from Eagle Pass to IH-35,
Highway 281 from San Antonio
to McAllen.
My goals also include improv-
ing the access of local officials to
our state highway officials Ac-
cordingly, in October, 1990, I
sponsored a conference in Laredo
to give city and county officials
from our sena: rial district an
opportunity to communicate di-
rectly with state agency represen-
tatives.
Arnold Oliver, engineer-direc-
tor of the Texas Department of
I iighwaysand Public Transporta-
tion, delivered the keynote ad
dress, conducted a question--and-
answer session and toured Laredo.
In June, 1990, we organized a
formal hearing in Laredo attended
by the three highway commission-
ers. They later loured the area to
gain insight into our transporta-
tion needs.
Last April I wrote to Oliver,
urging the creation of a district
office in Laredo. To emphasize
our unity. my enclosures included
supportiver resolutions adopted
unanimously by the Laredo De-
velopment Foundation and the
Laredo Business Alliance. These
variety of information is gathered
on each child. No single test score
or nomination will qualify a child

uniting the forces of our Senato-
rial District, we achieved signifi-
cant progress in our efforts to
improve our highways when the
Texas Transportation < ommission
announced in November the crea-
tion of a new highway district office
in Laredo.
This announcement was a sig-
nificant victory torour Senatorial
District because the new Laredo
district office was created as the
Texas T ransportation ( ommission
closed seven highway district of-
fices. ( onsolidation was mandated
by passage of HB9, by Rep. David
Cain, D Dallas, the companion
to SB 6 by Sen. Bob Glasgow, D-
Stephenville, which I co spon-
sored. It merged the Texas Motor
Vehicle (ommission, the Texas
Department of Aviation, and, in
1997, the I exas 1 urnpike Author-
ily, into a new Texas Deapart-
ment of Transportation. (TDOT).
Partly because the Senate bill
included several of my amend-
ments, including the private toll
road section Lt. Gov Bob Bul-
lock appointed me to the confer-
ence committee which resolved
differences between the two
measures
Our bill di reeled T DOT to place
new emphasis along the Texas-
Mexico border to meet highway
needs in anticipation of the pro-
posed Free Trade Agreement with
Mexico
Our New Laredo district office
should employ approximately 300
persons and ensure greater em-
phasis on improving regional
highways, It also should facilitate
discussions with highway officials
regarding important projects such
as proposed border crossings,
private toll roads and other infra-
structure needs.
