The seven winners were drawn from
aplexiglasdrumcontaining 70,000tick-
ets with the word "Entry” printed on
them. Austin’s 1991 Police Officer of
Year, David Lugo, himself a $10,000
winner in the Lottery’s “Lone Star Mil-
lions,” wore a blindfold while he pulled
out the winning tickets.
