W’ j considerable interest, we noted in
i e recent Chamber of Commerce Program
of Work seminar one of the suggestions
concerning an increase of the friendly spirit
in the community.
Obviously, that’s a good one.
In the first place, neighborliness is the
right thing and the nice thing, to do.
Moreover, it is something generating a
lot of favorable opinion concerning the
town, which is as it should be.
Think back a bit and recall how often
someone in discussing a town would say
it was friendly, or unfriendly—or just gloss-
ed over that item!
Yes, indeed, friendliness is an asset for
an individual, an organization, a town or
a region.
There's no doubt about it.

carefully required full com-
pliance with SIEIC and Federal
Reserve regulations. As it hap-
pens—Irving Trust is another
client of the old Nixon law
firm.
The SEIC and Fed, meanwhile
got wind of the enormous Swiss
bank deal which openly skirted
US stock regulations. This rais-
ed a sticky question—could the
manipulators avoid prosecution
by using a foreign bank.
Stanley Siporkin — associate
director of the SIECs Trading &
Markets Division, went to the
Fed's assistant director of sup-
ervision and regulation—Janet
Hart—for advice.
Siporkin—a man with a good
record of protecting the public
felt there were violations. In-
siders say he was ready to
tackle the case if given back-
ing by the Fed.
What he got from the Fed
'however—was the advice t hat
the case might fail. This atti-
tude could open the floodgates
to wholesale ‘funny money”
financing of US stock deals by
foreign banks.
Regulation in Secret
The former Nixon law firm-
all the while, was earning it
fees. As a secret meeting the
Fed’s plush Watergate branch-
members of the firm sat down
with Miss Hart, Siporkin and1
other officials. There—the reg-
ultors and the regulated did
public business in private.
