Since November 21st and up to this
morning government rein guages in

nine inches. This extraordinary fall
of rain dering so short a time at this
season of the year has very naturally
caused a falling off in business. Farm-
ers could not work in their fields and
the condition of the roads leading to
this city are such as to keep most of
them at home. But there la no reason
for the people to become discouraged in
the least. A big acreage of wheat has
already been sown, and this la up and
growing nicely. In fact, the fields ot
growing wheat in December look more
like the condition crops of this nature
should present in the month of April.
The wheat la many fields to so rank
and high that farmers are finding trou-
ble in getting enough stock on it to
keep it down. Where the ground has
been plowed deep, even if no more tain
falls between this time and next May,
our most successful wheat raisers feel
assured that there ie already sufficient
moisture. There are also many fields
that have not been sown to wheat, but
some farmers contend that if they can
get in by Christmas it will be time
enough. Instead of this kind of weath-
er being discouraging the people of
this section have every reason to feel
that we are very fortunate and get-
ting just what the country haa needed
for a long while—a most thorough
soaking, and one that has pieced a sea-
eon in the ground that will assure good

both houses of their legislative body
by appointing five instead of four na-
tive “citizens to the membership of
the commission. I believe that to

are to follow. - Step by step we
should extend and perfect the system
of self government in the islands,
making test of them and modifying
them as experience discloses their
successes and their failures; that we
should more and more put under the
control of the native citizens of the
archipelago the essential instruments
of their life, their local instrumental-
ities of government, their schools, all
the common interests of their com-
munities and so by counsel and ex-
perience got up a government which
all the world will see to be suitable
to a people whose affairs are under
their own control. At last, I hope and
believe, we are beginning to gain the
confidence of the Filipino peoples.
By their counsel and experience,
rather than by our own, we shall
learn how best to serve them and how
soon it will be possible and wise to
withdraw our supervision. Let us
once find the pnth and set out with
firm and confident tread upon It and
we shall not wander from it or ling-
