led to council members having a larger say-
so in how the agenda is developed -
Councilman Joe Mitchell Tuesday in-
directly criticized Nash's agenda-setting
efforts.
"I don't really feel it's proper for someone

general retail and switched the zoning at
2717 N Elm from residential to general

Avenue D and Prairie Street be closed to
make way for an athletic complex when the
item failed to appear on agendas circulated
to the news media last Friday.
Mayor Elinor Hughes said the council
chose to postpone discussion on the matter
until its July 20 meeting in order to give
interested citizens ample notification
Although Mitchell never mentioned Nash
by name, his reference was clear since the
last dozen items on the council's lengthy
Tuesday agenda were put there by City
Manager Jim White at Nash's insistence
Mitchell said the items - which included
allegations by Nash that city employes were
engaged in personal business-while on duty
and continued discussion about a possible
study to determine if the city utility system
should be sold — represented "a pretty big
lump added to the council agenda at the last
minute "
It was the second controversy to arise out
of the Tuesday agenda.
The first occurred when the council
in other major action Tuesday, the city
council approved a resolution which asked
the county commissioners court to provide
the financing vehicle for a regional sanitary
landfill. ". *
The resolution urged the county to issue
revenue bonds to pay for the development of
a landfill with participating cities - which
would include Denton as a major partner —

City Manager White said the North Texas
request was accidentally omitted from the
agenda although he admitted he had * signing operational contracts to repay the

As a result of Nash's agenda setting and
the foulup on the street closing matter, the
council chose Tuesday to take a larger role
in developing regular meeting agendas
A subcommittee of the council - made up
of Councilmen Ray Stephens and Joe Mit-
chell — will meet with the staff during
agenda meetings.
Individual councilmen who wish to place
items on the agenda apparently will be
expected to filter them through either
Stephens or Mitchell -

Councilman Bill Nash has charged that some city em-
ployes are conducting personal business on city time,
allegations which have thus far been cooly received by his
colleagues . •
Discussion of Nash's charges were referred to in a closed-
door session of the council at the request of City Manager Jim
— White
“Reportedly several people are in the real estate business,
or the appraisal business, and are running this on city time,
said Nash “We also have a number of people in college
trying to earn their degrees on city time "
“That's just about the vaguest charge I've ever heard."

make why didn't you bring this up before the city manager

White spoke of the general benefits of “self-improvement "
programs and said such programs also had been beneficial to

should be discussed in private session
“There seems to be no question you're making allegations
that this is going on." Mayor Elinor Hughes told Nash
“As I said, I have no proof," said Nash "I hope not to ever
see such evidence on this table I just hope we can have it
stopped by then
