pSB- There are now in this city, four pauper
lun&tics, without shelter, food or raiment except-
ing such as they pick up from day to dav. The
winter is fast apjiroaching, und humanity demands
that aorue provision should be made for them.
Whethér we are correct in saying, tluit the duty of
making provision for these persons belongs* to the
city authorities we do not know, but we believe it
is. These persons are a source of annoyance to
all our citizens and we believe,.if they were plaoed
under proper restraint, that some of them might
be made of some service. The disgusting scenes
which occur each day in our streets, in conse-
quence of these dwinented beings being allowed to
go about theweets uncared for, ought at least to
cause the citizens to take some . steps towards
having them provided for. We have been aston-
ished, oftentimes, in witnessing the héartle ;fs at-
tacks upon Kaiser by boys, and we >might add
even men; encouraged at times by people who oc-
cupy a respectable position in society, and of
standing in this community besides*, often also ih-
fiicting blows which produce bodily pain, and
abusing him shamefully in other ways, yet no one
appears in Kaiser's behalf to place him where he
will be cared for, and our citizens free from annoy-
ance in consequence of his roaming about th v
