A resolution, appointing a committee to consider
the present relations of the Southern States with
the Union, was drawiyip by Mr. Stevens, after
consultation with Mr. Sumner.
This resolution was endorsed by the entire Re-
publican delegation, and will pass the House.
The action of the Southern representatives is
uot yet fully ascertained, but it is understood they
severally regard admission to Congress as helpless.
When fully satisfied of this they will return home
immediately.
Washington, Dae. 6.—The Message is generally
approved, but is not satisfactory to the most Rudi-
taf Congressmen.
(len. Banks was serenaded last night by his Lou-
isiana friends, Gov. Halin having introduced him
in a complimentary speech.
A serenade was given to General Banks by the
Louisiana delegation, who responded, alluding
hopefully to Louisiana affairs, and highly com-
mended President Johnson's message.
Consul Dudley, in the Liverpool papers, says
that Secretary McCulloch estimated the old cotton
lit lor market in the Southern States at the time of
the capture of Savannah did not exceed one mil-
lion bales, and adds tliat this year's crop will not
exoeecl thrue hundred thousand bales. Dudley
estimates the present stock of cotton on hand a
little over one hundred thousand bales, including
the u qw crop.

Butler has succeeded in getting hiswcesignation ac-
cepted.
. Messrs. Fuller, Clark and Walkup, Bepresehta-
tives elect from North Carolina, have left for their
homes. It is their opinion that the Southern dele-
gates will not be admitted fjr several moat'is.
New Yonu, Deo. tí.—Richard O'Gorman is elect-
ed Corporation Counsel by 17,000 majority. One
Republican and seven Democratic Aldernien are
elected.
New Yoke, Doc. 7.—Gen. Hooker is dangerous-
ly sick with erysiplas in the head.
There was great excitement in Richmond at the
report of Butler's appointment as military com-
mander of Virginia. *
A large portion of the Confederate ram Morrimac
was successfully raised on tho 5th and towed to
Portsmouth. •
A Washington dispatch says the delay in estab-
lishing lighthouses on the Southern coast is occa-
sioned by the insufficiency of the funda appro-
priated by tho Government. •
Caiwo, Dec. 7.—The Bulletin's correspondent
"ays that ten thousand bales of cotton have bpon
stolen along the Mobile and Ohio Railroad, four to
five thousand at Columbus, Mississippi, five to ten
thousand at Macon, and smaller amounts from
other points. Government officers are investiga-
ting the matter.

ing downward. Bacon declined 3s. Lard quiet.
St'íítt.' This happens to be a phrase
or epithet of which your humble servant is not in
the habit of making use. I think it may be said
that I have never slurred, or attempted to Blur, the
industrial classes, white or black. Having been
brought up in the belief that industry was com-
mendable and idleness a reproach, I will acknowl-
edge or own up to a large sympathy with "human-
ity in its shirt sleeves." On this force, whatever
may be its color, I thick the future procreas of
Texas will be obliged to depend.
I am happy to observe that our old friend, in
speaking of/'our ex-fellow-citizen," closes with the
expression "we like modesty." This is a very
commendable quality. It was exhibited by the
editor of "The Civilian" ata certain Court House
meeting in Galveston in the year 1856, and a re-
cord made at the time, which I may perhaps send
him for republication. I will presume that he de-
sires to keep up pleasant reminiscences. Allow me
to suggest that "The Civilian, "notwithstanding the
approval of modesty by its editor, will be allowed
the largest liberty. Our friend has been naturalised,
he is now a citizen of The United States. The old
flag covers him, and I trust that it will afford him
just as good protection as is possible to be had
under any of the Presidential Proclamations. May
hia usefulness never be less.

tion of a letter addressed ' 'To the People o f Tex-
as," several mistakes, wherein words are substi-
tuted that sound queer. I observe also, that our
old friend of tho Civilian has taken occasion to
make a play upon these words, as if he thought
me capable <Vr making use of them, when, as I
will assume, he might have known, better. It ib
said in literary circles to be the lowest degree of
debasement to ascribe to an author what was evi
dently a blunder of the compositor or proof reader.
If Mr. Stuart will allow the following errors to
be corrected, he may possibly feel more compla-
