Green spoke on Kansas affairs in opposition
to Dougls«; Douglas replied, maintaining
that a repujan form of government re
quired tho assent of the people to the whole
constitution proposed by their convention.
Anything short of this was not in accordance
with the requiretnfante of the constitution of
the United S;ates, or tho principles of the
Kansas Nebraska net.
In answering Green's position, that the
people of Kansas could chango their constitu-
tion immediately after its admission as a
State, Douglas said,41 No, not uutil 1964, nor
then only by a convention callhd by two-
thirds of the Legislature, and if he voted for
the admission of Kansas under the Lecotnp-
ton constitution he should fool obliged to in-
crease the army and enforce it at the point of
the bayonet."
Green responded, saying, that " A conven-
tion might at any time oe called to change
¿he constitution."
Farther consideration of the subject was
postponed until Monday' and the Senate ad-
journed.
