The image shows Dallas Sheriff Bill Decker speaking to reporters while awaiting the arrival of suspect Lee Harvey Oswald outside the Sheriff's office on Sunday, November 24, 1963. Oswald was to be transferred from the city jail on the east side of downtown Dallas, to the county jail, which is located on the west side, bordering Dealey Plaza.

This image is the second photograph on negative strip 44 in the Dallas Times Herald collection.

The Dallas Times Herald newspaper employed a number of staff photographers who were assigned to cover President Kennedy's visit to Fort Worth and Dallas. Not all photographs have a confirmed photographer.

The photographs on this strip have been attributed both to Andy Hanson and to Eamon Kennedy. It is not possible at this time to determine positively which photographer took these pictures.
