Captain, Signal Corps,
Comdg. 1st Aero Sqdn.
This mem^findura was submitted after it had been thoroughly, positively,
and practically demonstrated that the present Squadron aeroplanes are not capa-
ble of carrying the required military load to an altitude sufficiently high to
insure at least 50/* safety to pilot and aeroplane.
The request, two each^of five different aeroplanes, was made for two
reasons:
(a) To expedite delivery in the field with the least possible
delay#
(b) To test every typo of machine purchasod under actual and
extreme field conditions instead of testing these machines at factories
under favorable weather conditions and on favorable terrain.
The present service in northern Mexico, where all operations of aero-
planes must conrnonce at not less than 5,000 feet altitude on the ground, and op-
erate above mountain tops 10,000. feet above sea level, makes it imperative that
all aeroplanes sent out for this service be equipped with very powerful motors,
