trict of Texas and added to the Sixth
Supreme Judicial District of Texas; that
the counties of Anderson and Houston be
taken from the First Supreme Judicial
District of Texas, and that the Court of
Civil Appeals of the Sixth Supreme Ju-
dicial District of Texas shall hold its
sessions in the city of Tyler, in the coun-
ty of Smith; and declaring an emer-
gency."

H. B. No. 129, A bill to be entitled
"An Act creating and establishing an
educational institution of the first class
for students of the white race to be lo-
cated in the western portion of the State
of Texas and to be known as the 'West
Texas State College'; providing for a
commission to determine upon the loca-
tion' of said college and enumerating
their powers and duties; providing that
such commission shall serve without
compensation, but shall receive their act-
ual expenses; providing for the manner
of filling vacancies in said commission;
providing that said commission shall
have authority to make and enter into
contracts to purchase lands for the use
of such college, the contracts to be rat-
ified and approved by the Legislature,
otherwise to be null and void; defining
the character of college to be established
by this act and the general nature of
the courses of instruction to be provid-
ed; making provision for appointment by
the Governor ofa board of directors for
said college and defining their duties,
power and authority, and vesting said
board with the right to eminent domain;
requiring the Attorney General to exam-
ine title to all lands acquired or con-
tracted for by the locating commission;
permitting the board of directors of such
college to receive gifts, donations anl
things of value made to and for and on
behalf of said college; making appropri-
ation to defray the expenses of the lo-
cating commission; making appropria-
tion for the purchase of lands for said
college by the locating commission; fix-
ing the time when such appropriation
shall become effective, and if not used
providing that said mqney shall be re-
turned to or left in the State Treasurc',
and declaring an emergency."

lease of the land heretofore or hereafter
set apart for the permanent University
fund; prescribing the terms of sale;
making provision as to minerals in' said
lands; providing for patenting and
transferring and platting of said lands
and reservations of royalty on minerals
therein; repealing Articles 2633, 2634
and 2635 of the Revised Civil Statutes
of 1911, which give the Board of Re-
gents of the University of Texas control
of the University land, and declaring an
emergency."

nent University fund for permanent im-
provements; providing that any contract
made in any manner or for any purpose
as in said Article 2643 specified shall he
null and void, and declaring an emer-
gency."
