H. B. No. 525, A bill to be entitled
An Act an:ending the Special Fuels
Tax Law, enacted as Chapter 10,
Title 122A, Taxation-General, Re-
vised Civil Statutes of Texas, by a-
mending Article 10.07 to provide that
a lessor of motor vehicles who sup-
plies or pays for the special fuels
consumed in motor vehicles leased
to others by him may be deemed to
be the user of such fuels, and may be
licensed as an import-user; requiring
photocopy of lessor's permit to be is-
sued for each motor vehicle; amend-
ing Article 10.08 prescribing a mile-
age factor to determine the special
fuels imported in fuel supply tanks
and used on the Texas highway; fix-
ing a miles-per-gallon factor where
records not kept; amending Article
10.09 to authorize the issuance of
trip-permits under certain conditions;
amending Article 10.14 pursuant to
tax refunds to allow credits and tax
refunds when an excess of tax paid
special fuels purchased in Texas is
used outside of this State; amending
Article 10.21 pertaining to rules and
regulations filed with Secretary of
State; containing savings clause; re-
pealing laws in conflict with this Act;
setting the effective date of this Act,
and declaring an emergency.

Mr. Garwood and Mr. Vale offered
the following resolution:
H. S. R. No. 76
Whereas, It is the desire of the
House of Representatives of the 60th
Legislature that the Pages of the
House be given time off to go to San
Antonio on Thursday, February 16,
1967, to attend the San Antonio Live-
stock Show and Rodeo; and
Whereas, Transportation will be
provided for them. They will board a
bus at the entrance of the Capitol
at noon on Thursday; and
Whereas, Other entertainment is
planned for them in San Antonio.
Resolved, That permission is here-
by granted for the Pages of the House
to go to San Antonio.

Whereas, The relationship that
exists between the Federal Govern-
ment and the government of the
states is a matter of vital concern;
and
Whereas, The states play an indis-
pensible role in our Federal system
of government; and
Whereas, Unless the trend toward
restrictive categoric federal grants
is reversed, these grants will so en-
twine themselves that a state's free-
dom of movement will be significantly
inhibited; and310
