— The Federal Bureau of
Investigation lias entered the
case of George Randolph "Han-
dy" Farenthold, a wealthy Cor-
pus Cliristl mnrher-fi ports man-
playboy found slain in mob
fashion on a seashore near this
South Texas city.
Farenthold's lx>dy washed
ashore Tuesday two miles south
of Port Aransas, on the north
side of Corpus Christi Bay. It
had a 25-pound concrete block
chained around the neck and
the hands were bound behind it.
Authorities said the lnxly ap-
peared to lave lieen in the wa-
ter several days.
Farenthold, 32, was the step-
son of state Rep. Frances Fa-
renthold of Corpus Christi, who
lost Saturday in the Democratic

Court To Rule
On Financing
WASHINGTON- The
Supreme Court today agreed to
rule on the way all states ex-
cept Hawaii finance their pub-
lic schools.
Acting on an appeal by
Texas, the court said it would
review next term a ruling by a
three-judge federal court in San
Antonio that the current prop-
erty tax system disadvantages
the poor and is uncon-
stitutiona L
Thirty states lined up with
Texas in seeking review. But
four of their governors lacked
the district court.
Eventually, the case may ri-
val in importance the 1954
Brown vs. Board of Education
suit that led to the deseg-
regation of schools in Southern
and border states.
In every state except Hawaii,
public-school financing is based
to a large degree on the local
property tax. Though the states
and federal government pro-
vide additional funds, the kind
of education a child receives is
related directly to the tax reve-
nue from property in his dis-
trict.
In the Texas case, Rodriguez
vs. San Antonio Independent
School District, Judge Irving L.
Goldberg of Dallas, Adrian
Spears of San Antonio and Jack
Robert of Austin, ruled last De-
cember that the system vio-
lates the 14th amendment's
guarantee of equal protection of
the laws.
That is, said the three federal
judges, the state's financing
system makes education ex-
penditures a function of local
wealth, discriminating against
children in poorer com mu-
ni tids.
Crawford C. Martin, the
Texas attorney general, ap-
pealed to the Supreme Court
April 17 for review and rever-
sal. He said the court in San
Antonio ted limited the free-
dom of states to govern them-
selves. Martin said that while a
different financing system
would improve education in
poorer districts, education in
other districts would suffer.
On April 18, the attorneys
general of 30 states filed a
friend-of-court brief seeking re-
versal of the district court's de-
cision. They said the ruling
went beyond judicial limitations
and took on powers that belong
to the state legislatures.
However, on May 17, in an-
other friend-of-court brief,
Govs. Wendell Anderson of
Minnesota, Kenneth M. Curtis
of Maine, Richard F. Kneip of
South Damota, Patrick J. Lu-
cey of Wisconsin and William
G. Milliken of Michigan, sup-
ported the district court's deci-
