AUSTIN -- South Texas De-
velopment Council, Laredo, was
one of 2C regional and metro-
politan area planning councils
awarded criminal justice plan-
ning grants for fiscal 1973 today
by Governor Preston Smith.
Amount was $20,000.
The awards, totaling $793,718
will come from the Criminal
Justice Council, which over-
sees statewide law enforcement
planning and administers funds
from the U.S. Department of
Justice for crime control pro-
jects in Texas.
The South Texas grant will
be used in implementing action
projects outlined in previous
plans and in updating the com-
prehensive five-year criminal
justice plan for the four coun-
ties of the South Texas State
Planning Kegion.
Major activities to be support-
ed by the award include law
enforcement training, improved
communications, and establish-
ment of closed circuit TV for
the county jail.
South Texas DC furnishes
professional criminal justice
planning services to each local
governmental unit in the re-
gion's four counties and serves
as a regional clearinghouse for
projects.
These counties are Jim Hogg,
Starr, Webb, and Zapata.
The region's cash contribu-
tion to the criminal justice plan-
ning effort for the coming year
will be $2,223.

The Environmental Protection
Agency has announced the com-
pletion of an environmental as-
sessment on the construction of
new wastewater treatment fa-
cilities In Starr County Water
Control and Improvement Dis-
trict Number 2, Rio Grande
City, Texas.
Results of the assessment
indicate that the construction
and operation of the proposed
project will not significantly af-
fect the quality of the human
environment. Consequently, an
environmental impact state-
ment will not be prepared.
Any persons having evidence
to the contrary should please
advise the Region VI office of
the Environmental Protection
Agency.
■Hie project consists of a new
wastewater treatment plant, two
new lift stations, interceptors,
and improvements to two ex-
isting lift stations.
The environmental appraisal
which summarizes the assess-
ment and the reasons why an
impact statement Is not re-
quired Is available to the pub-
lic from the Public Affairs Di-
vision, Environmental Protec-
tion Agency, Region VI, 1600

Many additional families in
Texas are now eligible for rural
housing loans from the Farmers
Home Administration, FHA
State Director J. Lynn Futch
announced today.
"In families where both hus-
band and wife are employed,"
Futch explained, "the new poli-
cy permits half of the wife's
gross income to be excluded in
determining whether the total
family income is within the
maximum limit for loan eligi-
bility."
For example, the husband is
the principal source of income
with $6,000. His wife earns $4,
000. His entire income, plus
half of his wife's, or $2,000,
total $8,000. This is within Tex-
as' moderate income level of
$8,000 so the family may be
eligible for Farmers Home Ad-
ministration loan.

Home Administration empha-
sized that newly-eligible fami-
lies must demonstrate that they
otherwise merit FHA financing,
and that credit is not available
from regular commercial sour-
ces. "The new policy will as-
sist families in which the wife's
Income is needed to improve
the standard of living. Note that
if the wife is the principal
breadwinner, the rule does not
apply. This change will in no
way affect our expanding ser-
vice to low-income families,"
Mr. Smith said.
Loans may be made to fami-
lies that will buy or build homes
in open country or towns of up
to $10,000 population, and who
are not able to secure credit
from regular commercial
sources. Complete information
is available from the agency's
143 county offices located in
county seat towns throughout
Texas.
