There is really not that much to the insurance bids that
have troubled the local school board. It's really quite sim-
ple all they have to do to end any suspicions and
all controversy is ask for complete new bidding from all
companies .... in other words, start all over again.
We feel that the entire matter has taken too long and has
left many people waiting for the board to act so that they
can take their proper action.
It leaves a lot to be desired when one company is af-
forded all the information for bidding on a 3 million dollar
policy and the same information not made properly avail-
able to the other .... and even when the bids are submit-
ted one is opened before the meeting and the other was af-
forded the figures submitted by the other before he made
out his bid! See what I mean about the "entire mess".
We suggest to that committee appointed to the board
that they drop everything and just ask for new bids from
everybody.

While we're on the subject of school, we couldn't help
but think about the reason the coaching staff had asked
that they be reassigned and the next minute they were
given two year contracts.
Our understanding is that they were highly dissatisfied
with the communication between the sports department
and the superintendent of schools.
Anyway, somebody didn't like our leak on the school
board's executive session and told us what "really went
on". It seems that head coach Eliseo Villarreal has been
wanting to start a sports program and especially a I'E
program in Grulla and has been getting the old no-no from
the Sup.
Guess we'll never really know the whole story, since
everytlme we ask somebody for the whole story. . . . they
say it's no big tiling .... but we can't understand why
coaches want to get reassigned if it's no big thing.

revenue sharing
Roma gains $6000.00...
While trying to explain to
Starr County Commissioner
Amando Pena that it would not
be wise to spend all the re-
venue sharing money County
Judge Mario Ramirez out-
lined a reasonable budget for
spending revenue sharing funds
and maintaining approximate-
ly $150,000.00 in reserve for
insurance in case of lack of
operational expenses during the
year.
Commissioners meeting in
their regular meeting Friday
approved a budget for the re-
venue sharing.
County Judge Ramirez opened
the meeting by pointing out that
thusfar this year departments
and precincts have spent over
their alloted budget. Commis-
sioner Hector Lozano objected
that how could his precinct be
overspent if he has been unable
to do anything without equip-
ment and without personnel.
The commissioners approved
the purchase of six dump trucks
and each will get money from
revenue sharing to release
funds from their regular budget
to pay old bills so that the
county re-establish credit.
Also approved was the pur-
chase of six miles of pavement
to be divided into the four pre-
cincts with the bulk going to
Rio Grande City Commission-
er Roque Guerra.
Money was also set aside for
the dog pound, approximately
$5000.00 for the Rio Grande Ci-
ty Fire Department with the
promise by the Soil and Water
Conservation Service to obtain
three or four fire trucks from
the department of defense.
The sheriffs department was
also given the go-ahead with it's
wishes to hire three additional
deputies and buy three new
cars. Also some other law en-
forcement equipment.
The department was given
