FILE FOR SCHOOL BOARD-Efrain Carrera (Right) and
Rey E. Carrera deft) have filed for position 4 and 5 respec-
tively of the Rio Grande City Consolidated School District Board
of Trustees. Efrain is 31 years old and is a 1963 graduate of Rio
High. He presently has three children attending Rio Grande City
Schools, Efrain Jr. 8, Melissa 6 and Patricia 4. Rey is a 1967
graduate of Rio High, a Viet Nam veteran and is to graduate
from TSTI this month. Rey is married to Janie Carrera and they
have three children, Rey 3, Veronica 2 and Cristina 6 months.
When asked why they decided to run for the school board they
both replied that they were interested in the "Proper education
of our kids and want to help people on our tax problem."
Elections are scheduled for April 2.
School Health Department Has Many Varied Projects
The Health Department of the
Rio Grande City Consolidated
Independent School District
reports many recent and
current activities within the
school district.
On January 14 and J5 a CPR

Youth Fair Meeting Set
Reynaldo Alaniz, General
Chairman for the 1977 Starr
County Youth Fair, has
scheduled a meeting of all
committee members and those
interested in helping with the
annual event.
The meeting will be a dutch
treat luncheon to be held at the
House of Ralphel on Friday,
February 25, at 12:00 noon.

Parents' and leaders' Club, -
Heberto Barrera, Chairman,

urges everyone to attend. It is
very important that all com-
mittees are represented so as to
begin finalizing plans for the
week of the fair.
The Youth Fair is planned for
the week of February 27
through March 6, beginning
with the Youth Fair Queen's
Contest and ending with the
Rodeo. Saturday, March 5, will
be the highlight of the week-
long fair, with the parade,
judging, awards, and auction
set for that day.
Teachers To Attend
TSTA Meeting
Teachers and shcool officials
in seven South Texas counties
have been invited to attend a
"legislative Update Session"
of the Texas State Teachers
Association at 5 p.m. Tuesday,
March 1, at San Benito High
School.
This briefing on TSTA-
proposed bills and other
education legislation now
pending in the 65th Texas
legislature will be presented by
Jack Kelley of Austin, a staff
member of the TSTA govern-
mental relations division.
TSTA Executive Secretary
Callie W. Smith of Austin said,
"We invite and urge all
educators in the district to
attend this legislative update
session to learn what the
Legislature is doing about
public education in general, and
the six bills of TSTA "
One of the bills sponsored by
the 140,000-member teachers
association which has already-
been passed and sent to
Governor Dolph Briscoe is
Senate Bill 188, by Sen. Lindon
Williams of Houston. This bill
calls for a change in present
teacher certification to allow
persons with high school cer-
tificates to teach in grade 6 as
well as in grades 7 through 12.
A TSTA-sponsored sick leave
bill i Senate Bill 313 by Sen. H.
Tati Santiesteban of El Paso)
has been voted out of the Senate
Education Committee with a
recommendation that it be
passed This bill would change
the present teacher sick leave
law to provide all Texas public
school employees at least one
day of sick leave law to provide
all Texas public school em-
ployees at least one day of sick
leave for each month they work
Other TSTA-backed bills
which were awaiting action in
Senate and House committees
in mid-February are a school
finance bill, teacher retirement
bill, professional consultation
bill, and a teacher contract bill
Current status of each of these
will be discussed at the
legislative briefing.

Task Force
Rep Kika de la Garza has
been appointed by House
Agriculture Committee
Chairman Tom Foley as a
member of a Budge Task
Force set up to make recomme-
ndations to the full committee.
The Task Force will hold two
meetings on March 8 and 9,
prior to a meeting of the full
Agriculture Committee on M-
arch 10.
"At this meeting the full
committee will discuss budget
recommendations made for the
1978 fiscal year to the House
Budget Committee,"
Congressman de la Garza said.
"Under the new budget
procedure, these recom-
mendations must be acted on by
the House not later than May
15."
The Budget Task Force is
composed of 16 members of the
Agriculture Committee, among
them Chairman Foley and Vice
Chairman W R. Poage of
Texas.

Minerva Sanchez, Constancia
Pena, Ella Montemayor, Er-

On January 17, a four hour
CPR, Cardiopulmonary
Resuscitation, training for
Nurses' Aides was given at the
Main Nurses' Office. In-
structors were Maria Guzman.
Anita Salinas, and Antonia
Saenz. Participants were
Norma M. Garza, Guadalupe
Ramirez, Guadalupe Ozuna,
Gregoria Solis, Rosa Fer-
nandez, Janie Lara, Jesusa
Rich, Maria Elena Yzaguirre,
Noelia Lozanao, Ercilia
Guerrero, and Maria Elia
Garcia.
Miss Maria Guzman and
Anita Salinas showed a Dental
film, distributed tooth brush
kits, and gave a demonstration
on the use of a tooth brush and
dental floss on February 17. The
participants were the first
grade class of Mrs. H.P Guerra
III and the second grade
Migrant class of Mrs. Domingo
Gonzalez.
Clinics on Blood Pressure
Screening are being done on all
school campuses for all the
school personnel and high
school students. This is being
done for the American Heart
Association by the school
nurses of the Rio Grande City
CISD. The first clinic was held
in October, the second clinic
will be in March, and the third
and final clinic will be held in
May. Also Blood Pressures are
being taken at the nurse's office
daily.
Vision and Hearing Screening
is being done for all the students
in the school district by Miss
Ercilia Guerrero and Mrs.
Guadalupe Ramirez.
Physical Examinations and
Dental Examinations are being
done by the following health
programs: Migrant Program,
the Headstart Program, and the
Title I Program.
Student Health Cards are
being kept up to date at the
main nurse's office.
Immunizations and T.B.
clinics were held at the
beginning of the school year and
are followed up throughout the
remainder of the year. Clinics
were held at each school.
Follow up on the TB skin tests
were done by the Public Health
Nurses.
Consultants are being invited
by Miss Guzman throughout the
year for students to further
their education on different
health problems.
Local Students
To Graduate In TSTI
Ceremonies Friday
Many Starr County students
are among the two hundred
sixteen students of the Rio
Grande Campus of Texas State
Technical Institute who will be
candidates for graduation in
ceremonies scheduled for
Friday, February 25. The cap
and gown ceremonies will be
held in Harlingen's Casa Del
Sol, starting at 7:00 p.m.
The students, representing 31
South Texas cities, have
completed courses of study in
the school's technology or skill
development programs.
Students finishing an 18 month
study of a technology w ill earn
an associate degree of applied
science. Students graduating
from a skill program will be
awarded a certificate of
completion.
This is the first of two
graduation exercises scheduled
for 1977. Since the school
operates on a 3 month quarter
system, students participating
in this ceremony will have
satisfied requirements at the
end of the first quarter of the
school year or the second,
which has just ended. Many
first quarter students have
already secured a job or have
chosen to continue their
education.

associate of applied science
degree are: Architectural
drafting and design, Roberto
Olivarez, Rio Grande City;
Mechanical drafting and
design, Natividad Solis, Gar-
ciasville; Air condition and
refrigeration, Armando Cantu,
Isai Garza, and Arturo Piceno,
Rio Grande City; Electronics,
Rogelio Ortiz, Rio Grande City;
Nuclear systems, Rey E.
Carrera and Rene Galvan, Rio
Grande City.

21 Starr County Beauties Compete
For Youth Fair Queen Title

Twenty-one Starr County young
ladies will compete for the title
of Starr County Youth Fair
Queen at the second annual
Starr County Youth Fair
Queen's Contest this Sunday
night, February 27, at the
Multipurpose Center in Rio
Grande City at 7:30 p.m.
Serving as Chairman for the
event, co-sponsored by the
Florence J. Scott Study Club of
Rio Grande City and the Starr
County 4-H Parents' and
leaders' Club, is Mrs. Kenneth
Anderson. She announced that
judging will be based on poise,
personality, beauty, and ap-
propriateness of costume, wh-
ich should be Western style. The
1977 mueen, to be crowned by
■last year's queen, Miss Yvonne
Rodriguez of San Isidro, will
reign over the Fair scheduled
for the first week in March, and
she will ride on a float in the
annual Grand Parade on
Saturday morning, March 5.
The twenty-one beauties all
attend Starr County High
Schools and represent
organizations within their
school. Each will ride in the
parade on a car to represent
their sponsoring organization.
Celinda Saenz, 17 year old
daughter of Mr. and Mrs. Bias
P. Saenz, will represent the San
Isidro 4-H Club. She is the
Junior Class President at San
Isidro High School.
Seventeen year old Rosa
Maria Briones is to be spon-
sored by the Junior Class of Rio
Grande City High School. Her
parents are Mr. and Mrs. Ar-
mando Briones.
Enedelia, Penny, Guerra, a
seventeen year old student at
Roma High School, will be
sponsored by the Roma F.H.A.
She is the daughter of Mr. and
Mrs. Francisco Guerra.
Falcon Heights 4-H Club will
sponsor Veronica Margot
Gonzalez in the contest. Fifteen
year old Veronica Margot is the
daughter of Mr. and Mrs.
Carlos M. Gonzalez and attends
Roma High School.
Belinda Montalvo, seventeen
year old daughter of Mr. and
Mrs. Emilio Montalvo, Jr., will
be sponsored by the Roma 4-H
Club. She is a student at Roma
High School.
The DECA Club of Rio
Grande City High School will
sponsor Elisa Guerrero. Elisa,
17, is the daughter of Mr. and
Mrs. Arturo Guerrero.
Maria del Carmen Valverde,
daughter of Mr. and Mrs.
Santos Carrion, Jr., will be
sponsored by the National
Honor Society of Rio Grande
City High School. She is a
seventeen year old senior there.
The Nurses Club of San Isidro
High School will sponsor Elida
Alvarez. Elida is the 16 year old
daughter of Mr. and Mrs.
David Alvarez.

Gonzalez will be sponsored by
the John H. Hinojosa F.T.A.
Chapter of Rio Grande City
High School, where she is a
reshman.
Thelma Villarreal will be

High School F.H.A. Chapter.

Martina Elia Salinas, 16, is
the daughter of Mr. and Mrs.
Eliseo Salinas. Her sponsor is
the Roma High School Student
Council.
Maria Teresa, Terry Mendez

Class at San Isidro High School.
Terry is the 17 year old
daughter of Mr. and Mrs.
Roberto Mendez.
Sixteen year old Blanca

Local Firemen To Attend V alley
Wide Training School
Rio Grande City Volunteer
Firemen will be among the
firemen valley-wide who
participate in a special training
session slated for February 28
through March 4 in McAllen,
according to O.F. "Speedy"
Guffey, Fire Chief.
The 24th Rio Grande Valley-
Fire Department Conference
expects to draw participants
from across Southwest Texas. -
To be held in the McAllen Civic
Center, it will involve fire
chiefs, fire marshalls, and
firemen from volunteer, paid,
and part-paid fire departments
of cities and industries.
The conference is designed to
update participants in new
problems encountered in the
fire service. Instruction and
discussion also will help pave
the way to better departmental
and organizational training
programs.
Fire control and protection
methods to be covered are
aircraft firefighting, arson
detection, ventilation, and
sprinkler systems. Classes will
be conducted simultaneously.
Field operations will enable
firefighters to choose among six
projects. They feature ex-
trication of persons from autos,
a smokehouse, liquefied
petroleum gas (LPG) and pit
fires, salvage, and forcible
entry.
Guffey is the Coordinator for
the presentation on Car
Rescues. Several instructors
will assist him with the
program on car fire rescue.
The conference is sponsored
by the Firemen's and Fire
Marhsals' Association of the
Iewer Rio Grande Valley and
Texas. Training will be con-
ducted by specialists of the fire
protection training division of
the Texas Engineering Ex-
tension Service, part of the
Texas A&M University System.
It is programmed in
cooperation with the Texas
Education Agency
daughter of Mr. and Mrs.
Roberto D. Garza. She will be
sponsored by the San Isidro
High School Cheerleaders.
Irma A. Garza will represent
the Junior Class of San Isidro
High School. Irma's parents are
Mr. and Mrs. Rodolfo S. Garza,
and she is sixteen years old.
Armandina Barrera, 17, is to
be sponsored by '.he Starr
Grande 4-H Club. Seventeen
year old Armandina is the
daughter of Mr. and Mrs.
Alberto Barrera and is a
student at Rio Grande City High
School.

of Rio Grande City High School
will sponsor Evangelina Trejo.
Nina is the 18 year old daughter
of Mr. and Mrs. Gilberto Trejo.
Seventeen year old Graciela

the Industrial Cooperative
Training at Rio Grande City
High School. Graciela is the

Grulla Election
Announced
La Grulla Mayor Hermilo
Cantu announced that elections
for mayor and two councilmen,
place one and two, will be held
on Saturday, April 2.
During a special meeting, the
Grulla Community Center was
designated as the voting place.
Jose Narro, 78, Dies In McAllen
Jose M. Narro, 78 died at
11:45a.m. Thursday at McAllen
General Hospital after an
unexpected illness.
Born in Saltillo, Mex., he had
lived in McAllen for 35 years.
He is survived by one son, Dr.
Ramiro Narro of Rio Grande
City; two daughters, Mrs. Aida
N. Vela of McAllen and Mrs.
Eva Irma Delgado of San
Antonio; two brothers, Benito
Narro of E^dinburg and Miguel
Narro of Louisiana: three
sisters, Mrs. Luz N. Garza and
Mrs. Socorro N. Martinez of
McAllen and Mrs. Elisa N.
Barrera of Fort Worth; 11
grandchildren and one great-
grandchild.
Funeral services were to be
held at 4 p.m. today at St.
Joseph the Worker Catholic
Church in McAllen with burial
to follow in I«a Piedad Cemetery
under direction of Ceballos
Funeral Home.
