Some changes, ideas and
new things are taking place
at the band hall these days.
The Rio Grande Rattler-
Band has improved in more
than one aspect. Musically
they are doing a tremendous
• job. We believe in doing the
best job we can. And that
way we can show our spirit
and our pride.
Our entire band is really
great, and one section that
really stands out is our tuba
section. The section consists
of Danny I/jpez, senior;
Rene Garcia, junior; Freddy
Zamora, junior; Americo
Cantu, sophomre ; and Luis
Barrera, freshmen. Com-
bined they give us a sound
_ that is something out of this
' world. And even as a solo,
each member can really
play up a storm. They are, as
well, one of the band's best
marching section.
Like them there are many
other sections that can do a
% fantastic job both in playing
and marching. It takes the
cooperation of everyone in

the band to put together a
show for the public.
Each band member has
his or her job to do. But it
takes planning and hard
work to be able to put
together a show for 126
members and to be able to
place someone in a spot
where he or she can do the
best job they can. And all
this planning is done by our
band directors. They play a
big part in the band. Without
them there really is nothing.
They are the ones that add a
little life when things are not
going the way they are
supposed to. And who are the
directors? Well, they are Mr.
A. Cortinas, Mr. C. Ruiz, Mr.
C. Garcia, and the newest
member to the band
program is Mr. Elizondo,
who used to teach at Zapata
high until this summer.
And so the band is doing
great and will continue to
because that is the tradition
that Rio High has. The
tradition of being WIN-
NERS.
SENIOR SPOT LIGHT
This week's senior is Jesse
Barrera. Jesse is the son of
Mr. and Mrs. Miguel
Barrera of Rio Grande City.
Jesse plans to attend T.S.T.I,
and major in business ad-
ministration. He is in the
VICA club in school and is
band equipment manager.
Jesse has competed in U.I.L.
solo and ensemble, all
Valley, and are competition
and has received 1st division
medals.

Whitewing Season
Resumes Saturday
RGC School Board
Meeting Scheduled
This Saturday, bird hunt-
ers will once again flock to
Starr County and the Rio
Grande Valley to hunt the
challenging white-winged
dove.
Open season was Sep-
tember 2 and :i and resumes
September 9 and 10 in the
following South Texas
counties: Webb, Zapata,
Starr, Hidalgo, Willacy and
Cameron.
White-wing hunters must
have a valid hunting license
and a white-winged dove
stamp.
Resident hunting licenses
Farm
Loans
are available at most
sporting goods stores and
some convenience stores and
cost $5.25. The white-winged
dove stamp costs $3.
Non-residents can obtain a
five-day migratory game
bird hunting license for
$10.25
Sportsmen hunting in
Mexico must have a valid
importation permit which
costs $1. It is required for the
importation of wild games
birds from Mexico.
Mourning doves may also
be taken during whitewing
season only in the above-
mentioned counties.
The daily bag limit con-
sists of ten white-wing doves
and a possession limit of 20.
Shooting hows for white-
winged and mourning doves
run from noon to sunset.
The regular meeting of the
Board of Trustees of the Rio
Grande City Iridependend
School District scheduled for
Tuesday, Sept. 5, was post-
poned until Thursday, Sept.
7, at 11 a.rn at the Multi-
purpose Center, according
to Jorge I. Guerra, secretary
of the board.

Notice of Intent to
Request the Release
of Funds
On Oct. 3, 1978, the Countv
of Starr will submit a re-
quest for the release of
funds and certification to
HUD. The request and
certification will be an ap-
plication for a grant of funds
under Title I. The Projects to
be undertaken are as
follows: water, sewer and
gas lines, improved un-
derground drainage, and
paving. The County of Starr
has prepared an en-
vironmental review records
for these projects. These
records ma\ be examined
and copied in the office of
county judge at the hours
between 8 a.m. and 5 p.m. on
Monday thru Friday. The
Chief Executive Officer of
the County of Starr is Dr.
Mario E. Ramirez, County
Judge of the County of Starr
will undertake the projects
described. Starr County will
undertake the project
described above, with block
grants funds for the U.S.
Legal Notice
Department of Housing and
Urban Development 1 HUDi,
under Title I of the Housing
and Community Develop-
ment Act of 1974. The County
of Starr is certifying to HUD
that the County of Starr and
Dr. Mario E. Ramirez, in his
official capacity or County
Judge, consent to accept the
jurisdiction of the Federal
Courts if any action is
brought to enforce
responsiblities in relation to
environmental reviews,
decision making and action;
and that these respon-
sibilities have been satisfied.
The legal effect of the cer-
tification is that upon its
approval Starr County may
use the block grant funds
and HUD will have satisfied
its responsibilities under the
national Environmental
Policy Act of 1969. HUD will
accept an objection to its
approval of the release of
funds and acceptance of the
certification only if it is on
one of the following basis:
A. That the certification
was not in fact executed bv

the chief executive officer of
the applicant; or
B. That applicants en-
vironmental review record
for the project indicate
omission of a required de-
cision, finding, or step
applicable to the project in
the environmental review
process. Objection must be
prepared and submitted in
accordance with the
required procedure.

ered to Texas utility firms for
electricity production. Central
Power and Light Conipuny is
turning to nuclea. and coal-
fired plants for generation of
electricity
But both nuclear and coal-fired
plants are more costly to build
than gas fired plants. They are
largei and more complex They
require larger capital expendi-
tures more land for plant sites,
bigger disbursements for safety
and environmental protection
