To the staff of the Rio Grande Herald:
I sure enjoy reading and keeping up with some
of the things that are going on in old Rio.
I especially enjoyed reading Around Town with
Tissa. I enjoyed reading your poems.
But sad to hear and read there has been ab-
solutely no progress.
You kids get rough behind all those old dishonest
politicians that only come out with false promises
during elections.
I have been away for sometime, but I have
always been proud to say my home town is Rio. So
it saddens me everytime I read about Stan-
County in our newspapers here or in magazines.
It's always so depressing.

BILL CLEMENTS
WILL CUT TAXES
AND GOVERNMENT
SPENDING
Tbxas was built by men with the vision to look ahead
and the grit to get things done. Bill Clements is the man
to keep this tradition alive for the future of Tbxas.
Bill Clements will bring a strong, fresh and tough
approach to our government in Austin. He is a
businessman, not a politician.
Bill Clements started with nothing and built a
successful, worldwide company with hard work and the
skill to manage men and money. And now Bill Clements
wants to preserve the future of our state and he wants
the working people of Texas to have the same oppor-
tunities he had.
With his proposed "Taxpayers' Bill of
Rights," Bill Clements is committed to
protecting Texans from excessive taxa-
tion and runaway government spend-
ing. He is pledged to cutting taxes and
returning that money directly to the
taxpayers.
As former Chairman of the Southern
Methodist University Board of Gover-
nors. Bill Clements knows how to make
education in Tbxas the best in the Nation.
He's for discipline in the classroom
and "back to basics" quality education.
As the son and grandson of farmers,
Bill Clements knows the frustrations
that an indifferent government can
cause people who make their living off
the land. He will use the strength of the
State Government to fight burdensome
Federal restrictions

wastewater treatment
facilities in Texas river
basins, existing water
quality, land use patterns,
and probable future land use
patterns, existing population
and projections of population
and economic growth. A
public hearing on steps one,

several months ago.

Energy Efficiency Award
from GPL.
Before you buy or build that a!l-electric dream house you've been
planning all these years, make sure It incorporates energy-saving
ideas to help you keep your electricity bills in line. In these days of
rising power costs, whether or not a house will help you use energy
wisely is a factor you should consider just as carefully as you do
size, location and architectural style
That's why you need to know about the Energy Efficiency Award
program sponsored by Central Power and Light Company. An all-
electric home that merits this award has been designed and built
to help you make the most of every dollar you spend for electricity:
it is well insulated, weather-stripped and equipped with efficient
electric heating and cooling systems. A qualified technician from
CPL checks the house for these and other important features that
boost its energy efficiency.
When you live in a home that has earned the Energy Efficiency
Award—and follow CPL's suggestions for using energy wisely—you
can be sure that you're getting the full value for every kilowatt-hour
you buy.
So if you re thinking about building or buying an all-electric home
—or remodeling your present one—ask your builder, realtor, architect
or designer about the Energy Efficiency Award. Or get more information
