Attorney Sentenced
ForFMHA Embezzling
William R. Bailey, a former Rock Island
attorney, was sentenced in U.S. District
Court here today to 10 years in prison on
each of three counts of embezzling and
converting to his own use nearly $65,000 in
loan funds of the U.S. Department of
Agriculture's Farmers Home Ad-
ministration.
Bailey was indicted by a federal grand
jury Feb. 2 for embezzling $64,785 in Far-
mers Home loan funds and one codnt of
making a false statement regrading
disposition of those funds. He was sen-
tenced to five years on the flase statement
charge. All sentences are to be served
concurrently.
Bailey, a former school board member in
Rock Island county and once an un-
successful candidate for state's attorney,
was convicted May 6 after a two-day trial in
U.S. District court here.
At the trial, L. Lee Smith, an assistant
U.S. attorney contended that Bailey stole
the money from loan funds he handled for
three Rock Island County families while
serving as a loan closing agent for the
FmHA, which makes loans to people in
rural areas.
According to George Gordon, special
agent of USDA's Office of the Inspector
General, Bailey wrote a $31,500 check from
his client's trust account to Yong Sun Inc., in
July 1979. Shortly afterward, a check from
Yong Sun, Inc., was used toward the pur-
chase of a tavern. Other check from the
account went toward the purchase of liquor
and other tavern expenses, the prosecutor
said.
Bailey has relinquished his license to
practice law.

house as a service to beautify the com-
munity.
Pena said the house, when completed
could be used as meeting place for local
groups.
She had talked to Noe Sanchez, Vocational
Director, and he has enthusiastically told
her that the high school students might be
able to help repair the house, if the
materials were donated.
She spoke of many other ways to involve
the students as a learning experience.
The board voted to look into the matter.
Attorney Glen Ramey was instructed to
study a way to contract with the Garden
Club.
Rio Fence Co. was awarded the contract
to build a fence and gate at the school.
Making the motion, Rafael Carrera said,
"We should trade locally,".
Ruben Saenz and Ramiro Villegas told the
board that two billboards, one donated by
the graduating class of 1975 and the other by
the class of '82 to be placed on the school
The one billboard would be placed on
Highway 83 in front of the east entrance to
the fort. The other would be placed by the
high school.
The board moved to help them with
manpower after school starts.
A letter from Representative Kika de la
Garza was read announcing hearings on the
funding of education of undocumented
aliens. Three representatiaves from the
school District will attend the Washington,
D.C. hearings.
Estella Ramon announced that the lunch
rates for next year will be raised to $1.25 for
adults. Reduced price meals will be 20 cents
for breakfast and 30 cents for lunch. Full
price meals for students will be 30 cents for
breakfast, 60 cents for lunch, K-6, and 65
cents for 7-12.
In a motion made after executive session,
the board agreed to a 10 percent raise for
superintendent A.E. Garcia and Saenz, and
hired the following employees: teachers:
