4-H, Halloween
Party Saturday
The Starr County Crime Preven-
tion Unit, along with Starr County
4-H, will sponsor the third annual
Halloween Costume Party on Sat-
urday, Oct. 31 at 7 p.m. at the
Multi-Purpose Center.
Admission to the party is free.
Music will be provided by Houston
Sound Machine. First, second, and

Sen. Zaffirini Speaks
At RGCCISD Schools
State Sen. Judith Zaffirini of
Laredo spoke at several Rio
Grande City ISD schools this past
Wednesday, and urged students to
stay in school no matter what
obstacles might pop up.
The Laredo senator spoke to the
entire Ringgold Jr. High student
body at the Auditorium. Principal
Walter Watson said, "Sen. Zaffirini
did a good job of motivating the
kids to stay in school, and steer
clear of drugs."
The principal indicated, "She
basically discouraged dropping out
of school, and related her own
experiences as a student. She said
that anyone could make it if they
stayed in school."
Watson commented, "She had
their total attention for 20 minutes,
like no other speaker we've had,
and we've had some good ones. The
kids' behavior was exemplary.
They were very attentive and
respectful."
Sen. Zaffirini also spoke to
students in the Rio Grande City
High School government class
taught by Roque Rosales, and
spoke to pupils in a La Union
Elementary School classroom.
Watson said, "She (Sen. Zaf-
firini) mixed Spanish and English
in her message. We named her an
honorary member of the student
body. We hope to invite her back to
participate in a school function
Girl Scouts, Brownies
Hold Court Of Awards
Local Girl Scouts and
"Brownies" held a "Court of
Awards" to honor girls active in
scouting, as well as citizens and
businessmen who have cooperated
to advance the cause of the Girl
Scouts.
The Court of Awards was in
honor of girls entering Girl Scout-
ing for the first time, Brownie girls
becoming Junior Girl Scouts,
Junior Girl Scouts becming Cadette
Girl Scouts, the Juliette Low
birthday (of the founder of the Girl
Scouts in the United States,
Brownie Troop 319, and members
of the community for their support
of the many projects by the Girl
Scouts.
Among the many persons pres-
ented certificates was Rio Grande
Herald Managing Editor Kenneth
Roberts. The certificate thanked

Chamber Christmas
Decoration Project Planned
The Rio Grande City Chamber of
Commerce is in the process of
undertaking the Christmas street
decorations in Rio Grande City for
the second year. The purpose is to
decorate the downtown streets for
this Christmas season.
The Chamber advocates that
merchants and citizens adopt a
decoration. The decoration may be
adopted by the following pro-
cedure:
Each decoration costs $225. The
sponsor of the decoration may pay
one-half of the light, and the other
one-half the following month. One
decoration may be sponsored by up
to two individuals. Each sponsor
will be recognized with a plaque to
be placed under their adopted
decoration.
Gigi Gutierrez, president of the
Chamber, stated, "This project
worked out beautifully last year,
Main Street looked really nice. It is
important to Rio Grande City since
we have many Winter Texans that
visit our area during this particular
time of the year."
She added, "We want to improve
the looks of Rio at Christmas time
and erase any bad images we have
been given recently. 1 encourage
everyone to participate in this
worthy cause."

publicity, and said that such efforts
"make this such a wonderful world
for Girl Scouts to live in."
The three leaders of the Girl
Scouts and Brownies were in-
troduced. They are Elizabeth
Margo, Vicky Salinas, and Micaela
Elizondo. Elizondo is the new
leader of the Brownies
The Girl Scout prayer was said
at the beginning of the ceremony,
and the Girl Scout promise was
recited. The Girl Scouts then
proceeded to carry out a candle-
light ceremony.

Roma ISD Observes High
School Activities Week
The Roma Independent School
District recognized Oct. 19-23, 1987
as National High School Activities
Week and October 21, 1987 as
National Chemical Health Aware-
ness Day.
In observance of these dates,
Mrs. Nilda G. Guillen, R I S D
Alcohol and Drug Awareness Coun
selor, has presented each teacher
with a proclamation by which
"Roma R.I.S.D. Says No" to
chemical health abuse.
Jr. high and high school activi-
ties which support this proclama
tion include the following: essay
contests in the English classes,
debates in the social studies
classes, presentations in the health
classes, and posters contests in the
art classes
At the elementary and interme-
diate levels, children competed
with posters advocating the "Just
Say No to Drugs" idea
Winners of the various| contests
will be recognized by campus
principals. Winning essays and
posters will be displayed, in local
business sites.
To initiate the series of activities
planned for the week, Mrs. Belia
Gutierrez, Roma port director, was
a guest speaker for Roma High
School students on Monday, Oct. 19
Her presentation focused on the
dangers and effects, both physical
and legal, of drug use
To highlight Chemical Health
Awareness Day on Oct. 21, Mr
Noel Garcia, a licensed paramedic,
gave a presentation to high school
health and science students on the
dangers of drug use and on
emergency procedures that often
become critical as a result of drug
abuse.

Emergency Medical Services'
(E MS.) Department at Starr
