Trustees Hear Architects Report

The Rio Grande City CISD board
of trustees, at their regular meet-
ing on Tuesday night, Feb. 9, heard
a report from architects about the
status of numerous construction
projects.
Superintendent Dr. A.E. Garcia
indicated that me architect repre-
senting the McAllen firm of Rike
and Associates, reported that the
four portable buildings at Grulla
Elementary are 95 percent com-
plete.
Also, only a power pole needs to
be moved before the construction
of the new Grulla Elementary
cafeteria begins.
Garcia noted that the architects
are preparting plans for a mini-
gym at Grulla Elementary that
would occupy a space of approxi-
mately 80 by 60. He added, "This
would be an enclosed place for the
elementary kids to have physical
educatidh in good weather or bad.

Garcia noted that "We're re-
viewing the drawings for the air
conditioning of the Grulla gym.
We've allocated some monies (for
improving the air conditioning).
We'll probably go out on bids later
this month."
Concerning construction of the
new North Grammar Elementary
cafeteria, Garcia noted that "steel
has been poured for the new
cafeteria. This next week, structu-
ral steel will be coming in."
Also, plans were approved
Tuesday night to do some painting
on the outside of the athletic
fieldhouse
Concerning policies for college
education of teacher aides, Garcia
said, "We're in the process of
refining these policies." Late in
1987, the trustees approved a policy
requiring teacher aides to receive
three hours of college education
per year.
The supernr^ndent said, "We
want to entice those aides with 30
or more college hours to improve
their education. We have close to
200 teacher aides. The purpose of
this is to improve instruction for
the kids, and for the aides to be
able to assist the teacher in a
better way."
The trustees voted to okay a
contract with Computer Curricu-
lum Corporation (C.C.C.), a
California-based firm, to update
computer equipment and curricu-
lum at six RGCCISD schools.
Following their executive
session, the trustees voted to
approve a number of actions,
including extending the superin-
tendent's contract for one more
year.
Also, the following new teachers
were hired for this semester at
Ringgold Elementary: Ruperta
Garza, Loralee Arguello, and Irma
Yunez.

answer is yes." Lopez said, "If it's
the school, yes we will."
Duran indicated, "Four acre-feet
of water rights is sufficient for the
school for some years to come. We
have an offer (now) of four
acre-feet of water rights."
Dr. A.E. Garcia, superintendent
of the RGCCISD, said, "We visual-
ize between 450 and 500 students at
the beginning, with a possible
maximum (later) of 800 to900."
Water Board member Armando
Garcia asked. "Is the school
willing to provide water rights?"
Lopez commented, "For the
benefits of the kids, I believe we
(the Water District) can help
them."
Duran said. "That (the location
of the proposed school) is (barely)
outside Water District boundaries,
but we have extraterritorial
jurisdiction." Armando Garcia
said, "It's strictly for the school."
Garcia added, "Everybody in
here knows that each time the
Water District has approached the

never turned us down. It's only fair
and wise to provide the services to
the school to provide these services
to the community and the kids."
RGCCISD attorney Glenn Ramey
indicated, "I don't think a motion
is in order (at this time). We have
to have a written contract." Legal
counsel Alex W. Gabert expressed
the opinion that "It (Water District
action at the current time) could be
in the form of a resolution."
Zarate commented, "This is a
very positive step " Ramey said,
"The water line is the first priority,
before we make a $1 million
investment in a school."
The Water Board then proceeded
to approve the financial report for
January 1988, as presented by
McAllen CPA Paul Dunning.
Dunning indicated that revenues
for January 1988 were about $1700
under the total for January 1987.
and that expenses were about $2000
higher than in January of last year.
The accountant noted that the net
operating revenue total was $5090
less than the similar total for
January 1987. He commented,
"This is nothing to worry about."
The total of operating revenues
for January was $74,932, with total
revenues amounting to $79,075.
Total administrative expenses
amounted to $22,304, plant opera-
tion expenses were $20,894, and
maintenance of plant expenses
totaled $34,549. Total expenses for
January amounted to $77,747,
leaving a total of $1328 in net
operating revenue.
The cash balance as of Jan. 31,
1988 was $90,741.
In his manager's report, Duran
noted that the election for two
directors positions will be held in
May, instead of April. He indicated
that Election Day will be Saturday,
May 7, with the filing deadline
being April 6.
About water plant repairs, Duran
said, "We finished with all the
valves, and the pumps are working
better. We'll (soon) be doing some
roof repair," which amounts to
simple work on beams.
Duran told the board, "We need
two pickups replaced." He sug-
gested that two good used pickups
be purchased, but added, "Either
way we do it, it will be fine."
A motion was passed authorizing
the purchase of a new pickup and
one used pickup
