Precinct Two Commissioner
Amando Pena argued, "I'm not in
favor of hiring more people there."
Villarreal stressed, "We had three
vehicles down at one time (re-
cently) The firemen themselves do
a lot of the maintenance."
Martinez commented, "There's
no doubt that the Fire Department
is one of our most important
departments."
District Clerk Juan Erasmo
Saenz said, "I'm including a
secretary for the District Court
that I had at one time, plus a
secretary for the County Court-At
Law. I really need 15 filing
cabinets. There is a big increase,
but there is room to work with."
Martinez noted that the County
Attorney is asking for an increase
in office supplies, and for office
equipment and repair. Also, that
office is asking that the allocation
for the law library be increased
from $150 to $250.
In the Federal Program
Coordinator's budget, the only
proposed increases are the
automatic adjustments in the
payroll tax.
Martinez noted that for the
Precinct Six Justice of the Peace
(DeWitt Jones), the request is for a
salary increase from $11,000 to
$16,500, an increase for the secre-
tary from $850*' to $11,484, and a
climb in office supplies from $1000
to $1500.
The judge indicated that for the
Tax Assessor-Collector's office, the
request is for the cumulative pay of
deputies in that office will increase
from $80,000 to $85,000, and for
office supplies to increase from
$3400 to $5000.
Industrial Foundation Executive
Director Rene Montalvo indicated
that his organization is asking the
county for an increase in its
allocation from $13,100 to $20,000.
Montalvo said, "We would like to
have something in there for emer-
gency purposes A total of $500 a
year for the audit for four years is
needed. The audit would just be for
the county part That is the only
account we have that hasn't been
audited."
Villarreal said. "I think you have
been audited for the county share.''
Martinez said, "It may already be
audited."
Montalvo commented, "A lot of
these increases are a shift from
PIC (the Private Industry Council!
Right now, we have no brochures.
The many tourists that pass
through here would like to see
brochures." He noted that the
tourist season would start to pick
up greatly in the next month or so

Montalvo said, "Tourism in the
Valley amounts to $100 million per
year, but Starr County only re-
ceives five percent of this We need
more resources to promote more
tourism. It is important to
advertise Starr County, in order to
attract more people."
Montalvo stressed, "McAllen last
year spent $9 40 per person for
economic and industrial develop-
ment. We were spending 35 cents
per person I'm asking for an
increae to 52 cents."
In response to a question from
Pena, Montalvo said, "We have a
contract with PIC this year for
$82,000." He indicated that most
insurance and salary expenses are
paid through the PIC.
Pena questioned Montalvo,
"What have you accomplished?
The Foundation was supposed to
come in with a lot of industries."
Montalvo replied, "We work in a
lot of different areas."
Pena argued, "The only group
you approached was a group from
California that was broke, and that
you knew was broke."
Montalvo responded, "You need
to have a place that provides
informa'ion We get involved in

things that we are required to do to

Montalvo contended, "I frankly
think that we're on the right track.
Economic development takes time.
At any one time, we'll be working
with 10 to 15 prospects."
Precinct Two Justice of the
Peace Raul Pena, Jr., of Roma
noted that he is requesting an
increase in salary for his office
from $11,400 to $17,500, and an
increase in the secretary's salary
from $8580 to $10,500.
County Extension Agent-Home
Economist Yolanda Morado said
that her office is requesting a
part-time clerk, at an increase of
$6800. She stressed, "We're going
to a computerized system." She
noted that the proposed overall
increase for the Extension Office
amounts to $10 000.
Martinez also noted that a $600
increase in the telephone allocation
was being asked for the Adult
Probation Department.
Martinez stressed after the
meeting that the county, by keep-
ing the same tax rate for 1988-89 as
in 1987-88, stands to gain over
$200,000 in additional revenue.
Expected gains in revenues for the
International Bridge and the De-
tention Center should increase the
county's coffers even more, the
judge said
