President Romeo Garcia noted,
"About three weeks ago,Mr. Arturo
Menchaca approached me to request
that our local Rotary Club help
support the celebration of
Groundhog Job Shadow Day. I, for
one, became enthusiastic with the
proposal.. After all, Rotary Club is
a business oriented community
organization."

Garcia added, " .You must be
dedicated to your work to be
successful in your career. You have
to like what you do to be successful
in your career. And you have to
achieve longevity and gain
experience to be successful in your
career. How is it that you gain
experience? You gain experience by
putting in years and years of
working at what you like best...For
you, the sky is the limit. Work and
succeed at what you like to do best.
That is the only way to get to the
top. And once you reach the top,
remember you have to work even
harder to stay there."
Garcia concluded, "I am proud to
have becri a part of the Groundhog
Job Shadow Day project. It is my
hope and intention that the Rio
Grande City Rotary Club, together
with Mr. Menchaca and Mrs.
Fucntes, will make the project an
annual event."

victories over Laredo Nixon and
Harlingen South before the Rattlers
came up short in a hard-fought third
round game against San Antonio
Mac Arthur.
Cordova had a spectacular 1998
season, hauling in 46 passes for
916 yards and nine touchdowns. He
harvested 540 yards rushing and
three touchdown on 77 carries.
Cordova caught scoring strikes of
59 and 60 yards against La Joya and
McAllen Nikki Rowe. He caught a
45-yard scoring strike against
Laredo Nixon that broke open that
playoff game and snared a 30-yard
scoring pass against MacArthur. He
also scampered 72 yards for a
touchdown against Brownsville
Hanna.
Contest winners
Mr. Nelson's Language Arts class at Roque Guerra Elementary School
held a contest during the first semester. Ashley Contreras was his best
fourth grade student. Orlando Gonzalez was his best third grade student

Vera said, "We're asking that
county liability be limited. We're
asking for state assistance because
capital murder trials can tiiuin a
small county's budget." He noted
that a number of other Texas
counties, especially in rural areas,
support the resolution.
Gas System Manager Ruben
Saenz indicated, "We've been
having trouble with the fiber optic
cable work going on. Recently they
broke a line.between Midway and
Los Garcias. The same line has
been broken three or four times.
For that reason, we have a 13
percent gas loss (in January). I will
be sending CNB Associates a
statement for the gas loss."
Alvarez insisted, "This is a very
irresponsible company. Rio Water
Supply encountered problems."
Saenz declared, "Our next month
statement will give us an exact
figure. We will charge for the gas
loss and the repairs."
"I followed up with a letter to
TEXDOT," stated Judge Vera. "Mr.
Amadeo Saenz wrote them a letter
explaining that they must do
everything required on the permit.
We will not allow anyone to come
in and abuse the entities in the
community. We need to act while
they're here." Saenz noted, "Our gas
loss has increased since they moved
in."
In a request for audience item,
Jose Hernandez spoke about
certification of constables. He
insisted, "As I understand,
certification is required in two
years. Who's in charge of the
constables? As I understand, they
have to be laid off after two years if
they're not certified."
County Attorney Romero Molina
declared, "I am working on the
issue, and we will take appropriate
action. At this time, our role is to
listen." Vera said, "Your concern is
duly noted."
Tax Assessor-Collector Carmen
A. Pena reported, "The Texas
Department of Transportation has
come in and installed new

computers for auto licenses. The
delinquent tax attorneys will
conduct mass mailouts at the end of
the month."
Pena added, "We did get the full
amount from the delinquent tax
attorneys on the overpayment (by
the county of attorney's fees)."
Vera commented, "We appreciate
the effort by the delinquent
attorneys to pay the full amount. I
think the County Attorney should
provide input on the matter."
Molina stated, "The legality looks
tine."
Pena noted that 1998 current year
collections for January amounted to
$1,470,386.41. The county share
for the current year, including
county and FM/FC only, was
$952,803.73.
Collections for 1997 and prior
delinquent years totaled
$136,985.16, with the share for the
county and FM/FC amounting to
$96,083.12.
Beas told the court, "We want to
meet with each commissioner
individually on the colonia
comprehensive grant. In
applications for '99 funding,
Community Development Block
Grant requires 51 percent for water
and sewer. The amount of money is
$669,000, the same as last year.
On-site sewage docs quality."
Beas added, "We should receive
documentation for the '98 colonia
project in the Roma area in the next
few weeks. The amount is
$500,000."
"The Juvenile Detention Center
was inspected Friday," indicated
Beas. "Bninell will send a report on
the sprinkler system. Locks and
panels are in. We need to be in
operation by the end of March.
Vera suggested, "We need to meet
with the contractor as soon as
possible." Beas said, "We want all
doors to be electronically secure."
Treasurer David Porras said, "An
attorney called concerning Falcon
State Peak and he urges the cities to
join in." The court voted to seek
the support of the cities of Rio
Grande City and Roma for the
county's litigation against oil
companies pertaining to the park.
The court voted to approve the
following colonias for the US DA
Rural Development Colonia List:
Las Flores, Campos, Ramos, San
Isidro, L.a Gloria, I,a Reforma,
Dclmita, Santa Catalina, Santa
Elena, Javier Ramirez, Mesquite
No. 2, Mesquite No. 3, Mesquite
No. 4, Robinson, Evergreen, Villa
de Martinez, Roma Creek, Santa
Ana. Beas noted, "Some of these
colonias were in existence prior to
1989."
In discussing the landfill
situation, Alvarez commented, "I
think our landfill site is perhaps the
best in South Texas." Vera told
Alvarez, "I congratulate you for
your efforts."
International Bridge Manager
Doroteo Pena reported that Januar y
collections totaled $180,126.
