Back to school sales tax holiday
scheduled Friday through Sunday

Cuellar (D-Laredo reminds South
Texas residents that the first back-
to-school holiday will occur this
weekend.
The new sales tax holiday for
clothing and footwear starts this
Friday, Aug. 6 at 12:01 a.m. and
will end midnight Sunday, Aug. 8.
"The tax burden on working
families is too high," said Rep.
Cuellar. "The typical family in
South Texas pays more in total
taxes than it spends on food,
clothing and shelter combined. The
tax holiday will provide South
Tcxans with some much needed
relief."
Approved by the 1999 Texas
Legislature as BB 441, which Rep.
Cuellar co-sponsored, the sales tax
holiday is designed to give families
a lax break as they outfit their
children with back to school
clothing.
However, the sales tax holiday is
not limited to children's items.
Items such as work clothes,
uniforms, boots, baby clothes and
diapers arc also included. Items not
included by the sales tax holiday
include accessoriea, fabric jewelry,
watches, backpacks and handbags,
specialty sporting cquipjmcnt, and
any item costing over $100.
Almost all clothing and shoes
costing under $100 per item are
included in the sales tax holiday.
Consumers receive the break on
individual items, regardless of the
amount they buy. For example,
sales tax is not due if a customer
buys three pair of shoes each priced
under $100. But the full sales price
must be paid if a pair of shoes is
sold for over $100.
Consumers are encouraged to
pick up a "Sales Tax Holiday"
pamphlet, which highlights items
that are tax exempt and those that
are not. Interested parties can call
the state comptroller's office at 1-
800-252-5555. Further information

Texas Grant Program offers
option for college students
The Toward Excellence, Access
and Success (TEXAS) Grant
Program is a new option forTexas
students desiring to attend college.
The program purpose is to
™ provide a grant of money to enable
well-prepared eligible students to
attend public and private nonprofit
institutions of higher education in
Texas.
Who can compete for an award?
A student who
* ia a Texas resident.
* graduated from a public or
9 accredited private high school in
Texas no earlier than fall 1998.
* completed the recommended or
advanced high school curriculum or
its equivalent.
* has financial need.
* enrolls at least 3/4 times in
an undergraduate degree or certificate
program as an entering
undergraduate within 16 months of
high school graduation, and
* has not been convicted of a
felony.
When should students
apply? Deadlines vary by
institution, but fall and spring
grants are geenerously awarded in
the spring prior to enrollment .
(Apply NOW for fall 1999 awards.)
How much can a student
receive through the program?
The award amount depends on the
number of hours taken by the
students, and the type of institution
the student attends. In general, it is
an amount equal to the student's
tuition and required fees.
(Approximately $1000 per term for
university students, $400 per term
for community college students and
$600 per term for technical college
students, based on enrollment for
12 hours per semester).
Is this a one-time award?
No. Students who continue in
college and who meet program
academic students can receive
awards for up to 150 semester credit
hours or for six years, whichever
occurs first. In the first year of
college the academic standards are
set by the institution (and the
student will have to ask his/her
college to know the requirements ).
In subsequent years, the
requirements are completion of at
least 75 percent of the hours taken
in the prior semester, pluz an
overall grade point average in
college of at least 2.5 on a 4.0
scale.
How do students apply?
Awards will be made through the
financial aid office of your college.
Persons interested in the program
should contact the aid office to find
out about deadlines and procedures.
Teach for Texas grant
possible for aspiring teachers
fc The Teach for Texas Conditional
Grant Program is a student loan
program with cancellation
provisions for teacing.
The purpose of the program is to
encourage students to become
certified teachers and to encourage
these newly certified teachers to
teach in a field having a critical
shortage of teachers or in
communities having
q a critical shortage of teachers.
The maximum amount that may
be awarded to a student in a given
semester or term is equal to two
times the amount of the Texas
Grant the student is eligible to
receive for that same eemester or
term.
ELIGIBLE STUDENTS MUST:
^ * Meet all the requirements of the
~ Texas Grant, including but not
limited to:
(1) Texas residency.
(2) An overall GPA of 2.5 on a
4.0 scale.
(3) satisfactory academic progress
as defined in statute and rule.
(4) financial need, and
(5) application for any available
financial aid or assistance.
^ * Have applied for and been
accepted into the education
certification program and be
enrolled at least 3/4 time at an
approved institution as a junior or
senior in a baccalaureate degree
program or in a fifth year
certification if:
(1) the degree program is in a
« teaching field certified as having a
critical shortage of teachers in
Texas in the year in which the
person begins the education
certification program or
(2) the recipient agrees to teach in
a Texas community certified as
experiencing a critical shortage of
teachers in any year in which the
person receives a grant or in any
subsequent year in which the person

fulfills the teaching obligation.
* enter into an agreement with
the Coordinating Board committing
to teach full-time for five years at
the preschool, primary, or
secondary level in a public school
in Texas in the person's chosen
critical shortage, field or in a
O community experiencing a critical
tcachcr shortage.
* sign a promisory note
acknowledging the conditional
nature of the grant and promising to
repay the grant plus interest at an
annual fixed interest rate of 7
percent and other charges stated in
the promissory note.

been planned for August
18th and 19th. Keynote
speakers and staff
development topics were
carefully selected based on
teacher survey and input.
This year's keynote
speakers will be Jason R.
Dorsey, Garre LaGrone and
Dr. Roger B. Allen. Mr.
Dorsey will provide
teachers with methods and
strategies for personal and
professional success
specifically designed lor
the unique lives of
educators. Mr. LaGrone
will provide teachers with
the motivation and
inspiration to teach
effectively and creatively.
He will follow his keynote
address with the latest
information on Brain-based
learning. Dr. Roger B.
Allen will provide new
approaches to discipline.
Teachers are expected to
have a wide range of
opportunities to hear other
educational specialists on
topics ranging such as,
TEKSTAR, What Kids
Really Need, Reading and
Writing Strategies, Word
Imaging, Career Pathways,
Math Success, Science
Strategies, Sigh Language,
Rehearsal Techniques for
Band Directors. The
