going to meet the constitutional
standard needed to have
additional revenue for districts.
Judge McCown was the original
judge who heard the school tax
lawsuit Edgewood vs. Kirby in
1984 that forced more funding
for Texas public schools.
He believes a revenue-neutral
bill could in no way meet the
court's mandates because it
would not only cost the state
money to replace the dollars for
the reduction in property taxes,
but it will also cost the state
additional money to allow
districts to have meaningful
discretion in setting their taxes.
So you can see, there are
many different approaches to the
issues we will face in the
coming special session.
My position is that we must
not shift the tax burden to
middle and low income Texans
to reduce property taxes for
homeowners and major
industries and businesses, and
that our schools need more
money to do the job we are
asking them to do today.

STC chemists take fun of
chemistry outside classroom

When you think back to your
high school chemistry class,
most of you don't have fond
memories of the complex
subject. But the student chapter
of the American Chemistry
Society at South Texas College
has launched an outreach
program aimed at showing
students how chemistry is an
exciting part of life. The STC
Chemistry Club, under the
direction of Dr. Ludivina Avila.
chemistry instructor, has created
the "Traveling Chemists."
"Our students visit
elementary and junior high
schools to engage them in
chemistry through
demonstrations," Dr. Aviia
explained. "We want to increase
the students' awareness of
chemistry and its application in
their lives."
The "Traveling Chemists"
have already visited several
elementary schools in the Rio
Grande Valley. They are
scheduled for additional
presentations during the Spring
2006 semester. (See schedule at
bottom)
The outreach program
provides fun demonstrations and
hands-on activities for students
in kindergarten through tenth
grade. There is no charge to
book the "Traveling Chemists."
Dressed in safety goggles and
industrial aprons, the "Traveling
Chemists" visit schools armed
with all the equipment needed to
demonstrate a chemistry
experiment. The "chemists"
demonstrate the nature of matter
with experiments involving
liquid nitrogen making a balloon
shrink and a flower break. The
law of gas is shown by inflating
a balloon with dry ice and
converting it into a pop rocket.
Students also learn about the
power of a super absorbent
polymer which can crush a can.
