Aldermen okay delinquent collection agreement with firm

RGC High seniors earn STC certificate
'Rio Grande City High School seniors Jaime Cantu and Jimmy Lee Lopez earned a certificate in
Precision Manufacturing Technology from South Texas College. These two students began their quest
during their sophomore year in high school and completed all the requirements needed to obtain the

Trustees discuss status of
school construction projects
At their regular monthly
meeting on Tuesday evening,
May 9, the Rio Grande City
CISD board of trustees discussed
the status of ongoing projects
involving construction of two
new schools.
The meeting was held at the
Alto Bonito Elementary
Cafetorium, located at 753 FM
2360.
) The trustees approved Pay
Application No. 2 from D.
Wilson Construction for the
new middle school, which is
located near General Sanchez
Elementary School on the
.northwestern outskirts of Rio
Grande City.
Board President Basilio D.
Villarreal, Jr. declared,
"Everything is going according
to schedule. They are focused on
earth work and laying a
foundation."
The trustees approved Pay
Application No. 8 for the new
Ringgold Elementary School.
Villarreal emphasized. "That
school is rapidly coming to a
close. We're very pleased with
the progress; students should be
in that facility b\ the start of the
coming school year."
Following their executive
session at the end of the
meeting, the trustees noted the
formative evaluation of
Superintendent Roel Gonzalez
Villarreal later explained, ' The
evaluation went quite well. Mr.
Gonzalez and all employees of
the school district have worked
hard to make a very successful
school year come about."
The trustees noted the
Governor's Educator Excellence
Award Grant Program and needed
revision to local policy.
Villarreal stated, "We will leave
it to the recommendation of

Roma High announces Class
of 2006 top graduates
Roma High School has
announced the Top Ten
graduates in the Class of 2006,
with Alexandro Sarabia and
Arinda Arlyn Canales achieving
the status of valedictorian and
salutatorian, respectively.
Commencement exercises for
the Roma High School Class of
2006 are scheduled for Friday,
^May 26 at 7:30 p.m. at The
Arena, or Gladiator Stadium.
Alexandro Sarabia is the
valedictorian, or highest ranking
student. He is the son of
Wilfrido and Lesbia Sarabia. He
plans to attend The University
of Texas-Pan American and
major in Psychology.
Arinda Arlyn Canales is the
salutatorian, or second ranking
student. She is the daughter of
Adrian and Dora Canales. She
plans to attend The University
of Texas at Austin and major in
Biomedical.
RGCPD probing
possible kidnap attempt
The Rio Grande City Police
Department is investigating a
possible kidnapping attempt that
allegedly took place on Friday
evening. May 19 at El Tigre
Convenience Store, located near
the corner of U.S. 83 and
Embassy Street in the far eastern
section of Rio Grande City.
RGCPD Assistant Chief Noe
Castillo indicated on Tuesday,
"Video shows a man possibly
being forced into a gray
passenger car. Reports indicate
that the alleged kidnap victim
was a young male, possibly a
teenager."
Anyone with information
about the possible kidnapping
attempt is urged to call the
RGCPD at 487-8892 or RGC
Crimestoppers at 488-TIPS. All
information will be kept
confidential.

At their regular monthly
meeting on Thursday evening.
May 18, the Rio Grande City
Board of Aldermen approved a
contract with an Edinburg law
firm to carry out collection of
delinquent taxes.
Prior to this action, the
aldermen voted to renew the
interlocal agreement with Starr
County for tax assessment and
collection. City Administrator
Juan Zuniga later explained to
The Rio Grande Herald that the
agreement will continue to
enable the County Tax
Assessor/Collector's Office to
collect city ad valorem taxes
The agreement will be in effect
for one year and will remain
basically the same as it was
during the first year.
About the proposed delinquent
contract, City Administrator
Juan Zuniga indicated at the
meeting, What is proposed is a
three-year contract at a 15
percent collection fee. We don't
collect current taxes; the county
does (for the city)."
Attorney Lilia Ledesma of the
Linebarger, Goggan, Blair &
Sampson law firm stated, "We
have three full-time staffers here
and one who comes and goes. 1
don't get delinquent fees unless I
collect. A three-year term is
standard in our contracts."
Ledesma added, "If the
collectors of current taxes
change, that won't change the
status of the delinquent contract.
We collect for STC (South
Texas College), Starr County,
and Rio Grande City CISD "
"This would be the first time I
would work with a brand new
client," she noted. "This contract
provides you the opportunity to
hear from us when you wish."
Zuniga expressed the opinion
that "the city is its own
sovereign subdivision" as far as
delinquent collection is
concerned. Ledesma explained,
"The 15 percent penalty is paid
by the delinquent taxpayer." At
that point, the aldermen
approved the contract with the
delinquent firm as presented.
Zuniga later contended, "The
decision about seizure of
property should be retained by
the city."
The aldermen considered the
matter of selecting S&B
Infrastructure, Ltd. to conduct
the 755 Relief Route study.
Zuniga stated, "You authorized
the Industrial Foundation to
solicit requests for proposals for
engineers. TxDOT wants to
search for alternate routes before
construction dollars are
allocated."
The administrator added, "A
total of $46,740 would be
allocated for the study. Two
firms submitted proposals.
TxDOT has given verbal
approval to the proposal."
Starr County Industrial
Foundation Executive Director
Rose Benaviucz declared, "FM
755 is within the city limits,
but it is an FM (Farm to
Market) route that is also within
the county. The county agreed to
pay for right-of-way; the city
will pay for the engineering
study. This was a mechanism
that best moves the process
forward. This is a coordinated
effort between the city and
county."
Mayor Pro Tem Ruben O.
Villarreal emphasized, "We were
in a period of transition last
October as our City
Administrator had just resigned.
We decided to have the Industrial
Foundation as our agent."

Starr high schools schedule
commencement exercises
Commencement exercises for
the Class of 2006 graduates at
all three Starr County high
schools are scheduled within the
next nine days, with Roma and
Rio Grande City High Schools
holding their graduation
exercises on Friday, May 26 and
Saturday, May 27.
Commencement exercises for
the Rio Grande City High
School Class of 2006 are
scheduled fui Saturday, May 27
at 8:00 p.m. at Joe R. Sanchez
Stadium.
The ceremony will be
highlighted by the valedictory
and salutatory addresses. The
RGC High graduates will be
officially certified by Rio Grande
City CISD Superintendent Roel
Gonzalez.
Commencement exercises for
the Roma High School
Class of 2006 are scheduled for
Friday, May 26 at 7:30 p.m. at
Gladiator Stadium. Among the
featured speakers at the Roma
commencement will be
valedictorian Alexandro Sarabia
and salutatorian Arinda Arlyn
Canales.
Commencement exercises for
the San Isidro High School
Class of 2006 are scheduled for
Friday, June 2 at 7:00 p.m. at
the San Isidro High School
Auditorium. Commencement
exercises for the San Isidro Jr.
High School eighth graders are
scheduled for the same time and
location.
Stacy X. Saenz is the
valedictorian and Nimbe Ricano
is the salutatorian of the San
Isidro High School Class of
2006. Other top five graduates
are Chelsea R. Lankford, Lmda
L. Vela and Miguel G. Valdez.
The other Top Ten seniors, in
order of ranking, are listed as
follows:

daughter of Velma Arevalo. She
aspires to attend Duke
University and major in
Political Science.
(4) Esteban Reyes, son of
Javier A. and Enedelia Reyes.
He intends to attend UT-Pan
American and major in
Business.
(5) Sylvia Cantu, daughter of
Santiago and Nancy Cantu. She
plans to attend UT-Pan
American and major in
Business-Accounting.
(6) Roberto A. De Leon, son
of Roberto and Sonia De Leon.
He plans to attend UT-Austin
and major in Business.
(7) Yesenia Yaneth Alaniz,
daughter of Santiago and
Yolanda Alaniz. She intends to
enroll at UT-Pan American and
major in Communication
Disorders.

Jose R. and Rosalinda Garza. He
