Driver faces charges after
child's death in ATV mishap
A three-year-old girl was
killed on Thursday afternoon.
Aug. 17 when the All-Terrain
Vehicle (ATV) in which she was
a passenger flipped over on a
gravel road just east of Rio
Grande City.
The fatally injured child was
the granddaughter of the
vehicle's driver. Two charges,
including criminally negligent
homicide, have been filed
against the driver in the
aftermath of the mishap.
Abby Marie Canales was
pronounced dead at Starr County
Memorial Hospital
approximately one hour after the
mishap. The accident occurred at
roughly 3 15 p.m. on Thursday.
Aug. 17 on Church Lane just
west of Las Lo nas.
A Department of Public
Safety (DPS) officer indicated
that the red Honda four-wheeler
ATV was driven by Juan
Aldape. 52, of Rio Grande City.
The vehicle was traveling
westbound on Church Lane.
The officer explained, "The
child was seated behind the
operator The driver was going
over a hill at a high rate of
speed. There is a sharp curve
just over the hill. He was
driving in fourth gear, which
was too fast to negotiate the
curve."
The officer added. "The bike
(then) flipped over, and the child
was thrown from the vehicle.
The child sustained massive head
injuries." Canales was rushed to
Starr County Memorial
Hospital, but was pronounced
dead by Justice of the Peace
Homero Garcia roughly one
hour after the mishap.
"The driver was thrown from
the vehicle." indicated the
officer. "He sustained minor
back injuries and stayed
overnight at Starr County
Memorial Hospital"
The officer stated. "Evidently,
a one-year-old child was also a
passenger on the vehicle."
He noted that the ATV was
traveling on a gravel road. The
officer emphasized. It is against
the law to operate an All-Terrain
Vehicle on a public roadway."
The officer indicated that
Aldape "will be charged with
criminally negligent homicide
and child endangerment. The
charge is mainly due to the high
rate of speed, which I would
categorize as reckless." The child
endangerment charge refers to
the presence of the other child,
he said.
An article in The McAllen
Monitor on Friday, Aug. 18
indicated that Canales, the
fatally injured child, was not
wearing a helmet.
STC's Manuel Benavidez earns
regional leadership award
Manuel Benavidez Jr.,
member of the Board of
Trustees of South Texas
College, has been named the
recipient of the 2006 Western
Region Trustee Leadership
Award, which is given by the
Association of Community
College Trustees (ACCT).
The award will be presented
to Benavidez at the ACCT
Annual Community College
Leadership Congress in
Orlando, Florida on Oct. 12.
2006. He is one of five regional
award winners selected from
nominees located across three
countries, including the United
States, Canada and England.
These five winners are the sole
nominees for the National M.
Dale Ensign Trustee Leadership
Award that will be awarded at
the event.
The award recognizes
community college board of
trustee members based on a
variety of factors including
length of service, participation
in community service and
community leadership activities.
The nominees are also judged on
their contributions to developing
and instituting innovative
programs at the colleges they
represent, participation in
influencing legislation and
facing and solving college
problems.
'"There is a direct connection
between his mind and his heart,"
said Irene Garcia, chair of the
board of trustees of STC. "Mr.
Benavidez is a man who thinks
with his mind, but feels with his
whole heart and this motivates
the hard work and effort that he
puts into everything he does on
behalf of South Texas College.
We are very proud of him and
congratulate him on this
achievement. No one on the
board is more deserving of this
honor."

Commissioners okay four
early voting polling places
At their .-.pedal meeting on
Monday morning, Aug. 21, the
County Commissioners
approved four polling places for
early voting in the November
general election.
Elections Administrator Rudy
Montalvo indicated, "The cost is
$4000. The county pays in the
general election."
Montalvo lamented, "The
response has been poor from the
presiding judges in learning
about or taking classes in such
things as the new machines. The
laws are changing and being
more demanding."
Precinct One Commissioner
Jaime Alvarez emphasized,
"Voters need to know where the
precinct lines are."
County Judge Eloy Vera
insisted, "We need to think
about making these classes
mandatory for presiding judges"
The commissioners then
approved the following four
locations to be used for
November early voting:
Courthouse, Roma Community
Center, Alvarez Community
Center in La Rosita, and La
Casita Avanza Office.
The commissioners voted to
approve County Caliche
Specifications. A county
representative indicated, "This
came about after conferring with
TxDOT. This is encouraging us
to use local caliche rather than
importing it from Hidalgo
County."
After brief discussion, the
commissioners approved a tax
abatement proposal for
Universal Cinema Services.
Starr County Industrial
Foundation Executive Director
Rose Benavides stated that the
abatement would be for nine
years for improvements, not the
land itself.
Benavidez. added that tax
money would begin to be
received on the improvements
after the fourth year. She
indicated that the project is
expected to create 20 to 40 new
full-time or part-time jobs.

approve the 2006 resolution for
the Indigent Defense Grant

Roma youngster wins Gold
Medal in AAU Jr. Olympics
Gabriel Salinas III from Roma
has brought home the Gold
Medal in the shot put from the
AAU Junior Olympic Games
held in Hampton Roads,
Virginia on July 31, 2006
Having won fifth place at the
national competition in New
Orleans, Louisiana last year, he
made a promise to himself and
his family that he would win
first place this year.
Indeed, his hard work,
dedicated training, and practice
throwing the six-pound lead ball
paid off by the distinguishing
recognition of a gold medal, as
well as two distinctive and
unique plaques: one pictures him
as the sole recipient of the honor
as he proudly wears the gold
medal which the judges have
just presented; the other plaque
is one in the traditional Olympic
fashion which places young
Gabriel standing proudly in the
higher scale symbolic of the
Gold Medal recipient and flanked
by the other eight boys: second
place winner, Anthony Williams
from Virginia Beach, Virginia;
third place, Nicolas Harris from
Beeville, Texas; fourth place,
Camari Murray from Waldorf,
"Mr. Benavidez has been a
tremendous asset to South Texas
College, providing the support
and leadership needed in
Hidalgo and Starr Counties to
make STC a success," said Dr.
Shirley A. Reed, president of
STC. "He has contributed
significantly to developing
programs that address student
needs and ensure every student
at the Hidalgo and Starr County
Campuses, and other STC
facilities, has access to the tools
needed to succeed. We are so
pleased that he was chosen as
the recipient of this award
because of the dedication of his
time and energy to promote not
only STC, but the importance of
higher-education. Taking on the
position of trustee is a huge
obligation and he has gone
above and beyond in every
capacity, as do as all our board
members. We congratulate him

Salinas first at national meet
Gabriel Salinas III of Roma won the Gold Medal in the shot put in
his age division at the AAU Junior Olumpic Games in Hampton
Roads. Virginia on July 31, 2006. He previously finished fifth in
the 2005 AAU Junior Olympic Games in New Orleans. Gabriel
has established his goal of qualifying for the 2007 Junior Olympic
National Games in Knoxville, Tennessee.

at the national competition that
he created a daily schedule from
which he seldom, in any way.
