Kelly represents youth and science. H4

he Is one or the coming alara of the light-

Neither liogan nor his manager have at-

PANAMA IN THROES

RIVAL POLITICAL FACTIONS STRUGGLE
TOR CONTROL OF ISTHMIAN
REPUBLIC.
small Working Malorlty of Government
Gives Opposition Encouragement to
Attempt to Seize Reins.
By fne ÁMdattd Presa
Panama Aug. 13. The result of tbe re-
cent election of members of the national
assembly apparently assures president
Bellsarlo Porras the support of tbe nine-
teen out of tbe thirty-three members who
will qualify when the next session con-
venes In September.
While this Is a rather small -working
majority for the government faction of
tbe Liberal party the. president and bis
followers are looking forward to the con-
trol or tbe assembly.
On the other hand the fourteen non-
Porras members who are followers ot Dr.
Carlos A. Mendoza who styles himself as
tbe real leader or the liberal parly in
that he Is the duly elected chairman or
president of Ihe liberal national commit-
tee believe they will be able when tbe
time comes to swing tbe votes of enough
Porras followers lo do aa itiey like tn
Ihe way or legislation. It Is pointed out
that there is much dissatisfaction with tbe
i'orras sdmtnlstratlon even among Its
closest adherents.
The importance of ihe control of the na-
tional lawmaking body is apparent when
It Is remembered that this body elecls tbe
rive "designados" or vice-presidents of
the republic. They are not elected when
the president Is chosen by popular ballot
bul tbe assembly immediately after tbe
presidential election when It holds m
first session under the new administration.
Il la of still greater importance tais
year Tor the reason that the present ad-
ministration is aild to have evolved a
plan whereby It may perpetuate ltseir in
power for another term ot four years. A
nresldent may not succeed hlmseir with
in six months arte r leaving the ofrlce. Tne
control or the assembly permits him to say
who ahall be ibe first vice president. .It
is said the scheme is to attempt the (.lec-
tion two yeara Hence or Dr. Ramon N.
Valdez a friend of President Porras to
tbe presidency with tbe Understanding- that
he shall resign at the end of his first six
months in tne ornee in tne meantime
Dr. Porras would have been elected first
vice-president and he thus become pres-
ident again he having been out of tlio
presidential office for six months as thu
law provides.
roar Year Limit For President.
Such a result however la compilable
neitner with tne desires nor tne plant or
tne political leader or tne republic rite y
have heretofore made it a rule to see that
no man shall be president for more than
four years and therefore the leaders In his
own party are opposing President Porras.
and attempting to wrest from him the con
trol or the national assembly.
The factional differences date back to
the convention of the Liberal party
Chltre In January. It 'Was there decided
to place the political destinies or Ihe par-
ty in the hands of a "Directorio Nacional.'
or National Liberal committee with Dr.
Mendoza at Iti head. Tbe plan met the ap
proval or president porras out accord
ing to Dr. Mendoza aot for long..
The time came for selecting candldatess
who should mate tne race ror tne na
tlonal assembly which was to be elected In
July. The committee prepared a list of
candidates and obtained tbelr consent to
stand for election. As a matter or couav.
lesy tbe Mendosa faction makes this quite
plain the Hit was submlltadl lo Presi
dent' Porras for his approval not because
he was considered tne leader but merely
at a prominent maaiber of tha party.
Only a portion of the list met with the
tinciiialiried approval Of President Porras
according to nr. Mendoza who says the
I .resident proceeded to substitute a num-
ber or what he considered luke-warm
friends with candidates whom .he felt sure
would support him tn the laaembly. The
substitution met with tne lmmeaiaie op-
position of tbe National committee which
proceeded to make it clear to the president
that tt. and not he had been given tbe sole
power to make the selection.
Split la Hanks el Liberal Parly.
This all look place a very few days be-
fore the election on July 8 and resulted
In the submission or two Liberal party Uck-
ets to the voters. There was no Conserva-
tive party ticket tn tho field. ConservaUvei
who voted making use or ttie opportunity
to strike a covert blow al the adminis-
tration so Its supporler declare. s
This Is the published reason for the split
tn the rank and fila or the Liberal party
and 11 Is the cause that most or tbe lead-
era declare to be tha only one. On the
other hand there are those and Dr. Men-
doza Is among them who openly aay that
the real reason for tbe apposition to Presi
dent Porras Is bis failure lo keep tbe party
faith and hit rorgetrulneai of political
promises once ne nao atiaineo tne ptgnest
office in tiw republic.
The sDllt having occurred only a vary
few dtya before election day tt bad not
extended much beyond the two large cities
Panama aa Colon. Lack of rapid trans
portation and the rart that the government
telegraph and telephone lines are In the
control of the administration prevented tbe
workers in ine provinces rroni Doing in-
formed. In these outlying districts the Lib
eral party candidates naturally won since
they bad no opposition.
Cities Outmaneuter Rural Districts.
It waa only in the two eltlea and their
respective provinces that the fight took
placa it was In the list or candidate
rrom these two prvihces that tbe changes
were made by President Porras according
to or. stennoza. Tne central or taese
members of the assembly Is important be-
cause It hts hitherto been dernonatrtted
that they usually control the assemblymen
from tbe provinces with Utile difficulty
they being usually Of higher mental at-
tainments and greater political tiliiienaag
Big Fight Two Years Beast.
In tbe strut lie for ihe presidency two
years hence there are already two candi-
date! in the field. Dr. Rodolfo Cblarl
former secretary of government and Jus-
tice tn tbe Porras cabinet Is the selection
Of Dr. Mendoza while Dr. Ramon M. Valdez
