T. R. Fehrenbach writes: "There are many who will always scoff at new
frontiers and there are some who will seek them." The greatness of Texas is that we
are a people who always seek the new frontier. Once again, we must seek a new
frontier. We must move ahead in a determined fashion, to make our dreams come
true. With God's blessing and grace, we will succeed!"
The Speaker presented the Reverend Chris C. Steele, Chaplain of Saint Luke's
Hospital and the Texas Heart Institute of Houston, Texas, who delivered the
benediction.
The Speaker announced that The University of Texas at Austin band would
play the State song, "Texas Our Texas".
On behalf of Governor Clements and Lieutenant Governor Hobby, Speaker
Lewis invited all guests to attend the Inaugural Parade this afternoon at 2:30 p.m.
ADJOURNMENT
Senator Harris announced that the purpose of the Joint Session had been
accomplished and that the Senate at 12:33 p.m. would stand adjourned until 11:00
a.m. tomorrow, in accordance with a motion previously adopted by the Senate.
FOURTH DAY
(Wednesday, January 21, 1987)
The Senate met at 11:00 a.m., pursuant to adjournment and was called to order
by the President.
The roll was called and the following Senators were present: Anderson,
Armbrister, Barrientos, Blake, Brown, Caperton, Edwards, Farabee, Glasgow,
Harris, Johnson, Jones, Krier, Leedom, Lyon, McFarland, Montford, Parmer,
Santiesteban, Sims, Tejeda, Truan, Uribe, Zaffirini.
Absent: Green, Whitmire.
Absent-excused: Brooks, Henderson, Parker, Sarpalius, Washington.
A quorum was announced present.
Senate Doorkeeper Jim Morris offered the invocation as follows:
Father, our thought and prayer for today is that in filling any position of trust
there exists a real need for matching talent and training with intelligence and
integrity. With Thy blessing, may these assembled continue to use their individual
skills and experience in resolving the tough and tangled issues facing our State.
Amen.
On motion of Senator Harris and by unanimous consent, the reading of the
Journal of the proceedings of yesterday was dispensed with and the Journal was
approved.
LEAVES OF ABSENCE
Senator Sarpalius was granted leave of absence for today on account of illness
on motion of Senator Glasgow.
Senator Brooks was granted leave of absence for today on account of important
