SENATE EXPENSES-APPROPRIATION OF MONEYS
CHAPTER 1
S. B. No. 1
An Act authorizing moneys appropriated by Senate Bill No. 1, 57th Legislature,
First Called Session, 1961, for the Senate of Texas, to be expended also for
the additional purposes of paying any unpaid expenses and obligations in-
curred by the Senate during the fiscal year ending August 31, 1962; and
declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
Section 1. Out of the moneys appropriated for per diem, other sal-
aries and wages, consumable supplies and materials, current and recur-
ring operating expenses, capital outlay, and other expenses of the Senate
in Item 2 of Senate Bill No. 1, 57th Legislature, First Called Session, 1961,
there may also be expended such sums as are required to pay any unpaid
expenses and obligations of the Senate incurred during the fiscal year
ending August 31, 1962.
Sec. 2. The fact that prior appropriations for the expenses of the Sen-
ate of the 57th Legislature did not contemplate three called sessions of
that Legislature in addition to its regular session; the fact that such ap-
propriations were insufficient to liquidate fully obligations and necessary
expenses for the Senate incurred during the fiscal year ending August 31,
1962; and the fact that such obligations are now due and payable, together
create an emergency and an imperative public necessity that the Constitu-
tional Rule requiring bills to be read on three several days in each House
be suspended, and said Rule is hereby suspended; and that this Act shall
take effect from and after its passage, and it is so enacted.

to provisions of Section 49A, Article III, of the Constitution of the
State of Texas; passed the House, January 17, 1963: Yeas 137,
Nays 0; passed subject to the provisions of Section 49A, Article III,
of the Constitution of the State of Texas.

Effective Jan. 22, 1963.
