VAL VERDE COUNTY
Sec. 5. If any provisions of this Act or the application thereof to any
person or circumstance is held invalid, such invalidity shall not affect
other provisions or applications of the Act which can be given effect with-
out the invalid provision or application; and to this end, the provisions of
this Act are declared to be severable.
Sec. 6. The need of the transfer of the causeway described in this
Act to the Texas State Parks Board in order to facilitate the construc-
tion of a fishing pier creates an emergency and an imperative public
necessity that the Constitutional Rule requiring bills to be read on three
several days in each House be suspended, and said Rule is hereby sus-
pended; and that this Act shall take effect and be in force from and
after its passage, and it is so enacted.
Passed the Senate, January 23, 1963: 30 Yeas, 1 Nay; March 11,
1963, Senate concurred in House amendment by a viva voce vote; passed
the House, March 7, 1963, with amendment, by a non-record vote.
Approved March 18, 1963.
Effective 90 days after date of adjournment.

An Act amending Chapter 416, Acts of the Fiftieth Legislature, 1947, by adding a
new Section to be numbered Section 1A, providing for the taking of certain
fish from the waters of Val Verde County; and declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
Section 1. Chapter 416, Acts of the Fiftieth Legislature, 1947, is
amended by adding 14 a new Section to be known as Section 1A, to read as
follows:
"Sec. 1A. Nothing in Section 1 of this Act shall be construed to
prohibit the taking of perch in any number from the waters of Devils
River, or the lakes situated therein in Val Verde County, or in any other
fresh water stream or lake in Val Verde County, by trapping or seining,
or the subsequent sale or use of perch as bait in the lakes and streams
of Val Verde County."
Sec. 2. The importance of this legislation and the crowded condition
of the Calendars in both Houses create an emergency and an imperative
public necessity that the Constitutional Rule requiring bills to be read
on three several days in each House be suspended, and this Rule is
hereby suspended, and that this Act take effect and be in force from and
after its passage, and it is so enacted.

the Senate, March 6, 1963: Yeas 30, Nays 0.
