FIREMEN AND POLICEMEN PENSION FUND
the Texas Constitution has been made in the manner and form provided by
law pertaining to the enactment of local and special laws and is hereby
found and declared to be proper and sufficient to satisfy such requirement.
Sec. 19. The fact that the hospital district authorized to be created
and established under the provisions of this Act is for the promotion of
the public welfare of the inhabitants of this state and the procedure for
the creation thereof should be established at an early date create an
emergency and an imperative public necessity that the Constitutional
Rule requiring bills to be read on three several days in each House be
suspended, and said Rule is hereby suspended; and that this Act shall
take effect and be in force from and after its passage, and it is so enacted.

Acts of the 43rd Legislature, First Called Session, 1933, as last amended by
Chapter 427, Acts of the 57th Legislature, Regular Session, 1961, (codified as
Article 6243b of Vernon's Texas Civil Statutes), relating to the Firemen
and Policemen pension fund in cities of more than two hundred seventy.

tees; increasing the maximum amount deductible; making participation
compulsory within specified age limit; and declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
Section 1. Sections 1, 2, 3, 6, 7, 13, 14, and 18 of Chapter 101, Acts
of the 43rd Legislature, First Called Session, 1933, as last amended by
Chapter 427, Acts of the 57th Legislature, Regular Session, 1961, (codified
as Article 6243b of Vernon's Texas Civil Statutes) are amended 52 to
read as follows:
"Section 1. In all incorporated cities and towns containing more than
two hundred seventy-five thousand (275,000) inhabitants and less than
three hundred thousand (300,000) inhabitants, according to the last
preceding Federal Census, having a fully or partially paid fire depart-
ment, the mayor, two (2) aldermen or commissioners, two (2) citizens
of said city or town to be designated by the mayor, the chief of police, the
chief of the fire department and their successors, one (1) policeman
other than the chief or assistant chief, to be elected by members of the
policemen's pension fund, one (1) fireman other than the chief or assist-
ant chief, to be elected by members of the firemen's pension fund, com-
posing nine (9) members, five (5) of which shall be a quorum, shall
constitute a board of trustees of the Firemen, Policemen and Fire Alarm
Operators Pension Fund, to provide for the disbursement of the same
