62nd LEGISLATURE-3rd CALLED SESSION
Texas. He received his law degree in 1912 and entered practice in New
Braunfels, serving as county attorney for 14 years and as city attorney
for 4 years; and
WHEREAS, He was elected to the State Senate in 1918, where he served
with distinction until 1921; he married the former Edna Fenge in 1920 in
San Antonio and took her to Austin to introduce her to his colleagues from
the floor of the Texas Senate; and
WHEREAS, He had a successful private law practice from 1936 until
his retirement in 1964, though he daily went to his office and continued
to serve a number of interests thereafter; he was elected a director of
the First National Bank of New Braunfels in 1932, and in 1964 he was
elected chairman of the board of directors; and
WHEREAS, He was active in professional, civic, and religious organiza-
tions, and was a member of the State and county bar associations, a passive
member of the New Braunfels Volunteer Fire Department, an honorary
member of the New Braunfels Maennerchor, and an active member of the
First Protestant United Church; and
WHEREAS, He is survived by his beloved wife, Mrs. Edna Faust; and
a sister, Mrs. Gertrude Heidrich of New Braunfels; now, therefore, be it
RESOLVED, That on this day the Senate of the 62nd Legislature, 3rd
Called Session, the House of Representatives concurring, honor the mem-
ory of Mr. Martin Faust and extend sympathy to the members of his fam-
ily; and, be it further
RESOLVED, That copies of this Resolution be prepared, under the seal
of the Senate, and presented to Mr. Faust's family as tribute to his mem-
ory; and, when the Senate adjourns this day, it do so in his memory.
Adopted by a rising vote of the Senate on June 21, 1972; adopted by a
rising vote of the House on June 22, 1972.

WHEREAS, The State of Texas is a national leader in the rate of in-
dustrial growth and expansion in recent years; and
WHEREAS, Rapid industrial growth coupled with vast technological
changes have made it essential to prepare, upgrade and retrain instruc-
tional personnel in the field of technical, vocational, adult education and
manpower training; and
WHEREAS, Employers of the State of Texas continue to require higher
standards of performance of trained personnel in meeting the needs cre-
ated by technological changes and expansion; and
WHEREAS, A large number of the instructional personnel in tech-
nical, vocational, adult education and manpower training programs in the
State comes from a variety of experiences in business, industry, educa-
tion; some come from disciplines that are in excess supply, and other
occupational pursuits; and
WHEREAS, The effectiveness of instructional personnel preparing
youth and adults for employment is based upon their demonstrated per-
formance on the job which requires a high level of specialized technical
and professional competencies; now, therefore, be it
