(d) Nothing contained in this Act shall be deemed a limitation on
the authority of a fire chief or police chief of a city under Chapter 325,
Acts of the 50th Legislature, 1947 (Article 1269m, Vernon's Texas Civil
Statutes), except to the extent the parties through collective bargaining
shall agree to modify such authority.
Emergency
Sec. 21. The importance of this legislation and the crowded condition
of the calendars in both houses create an emergency and an imperative
public necessity that the constitutional rule requiring bills to be read
on three several days in each house be suspended, and this rule is hereby
suspended.
Passed by the House on February 14, 1973, by a non-record vote; and
that the House concurred in Senate amendments to H. B. No. 185
on March 21, 1973: Yeas 90, Nays 47; and that the House adopted
H. C. R. No. 132 on April 5, 1973, recalling H. B. No. 185 from the
Governor's Office for further consideration; and that the House
refused to concur in Senate amendments to H. B. No. 185 on April
5, 1973, and requested the appointment of a Conference Committee
to consider the differences between the two Houses; and that the
House adopted the Conference Committee Report on H. B. No. 185 on
April 30, 1973: Yeas 87, Nays 47; passed by the Senate, with amend-
ments, on March 15, 1973: Yeas 19, Nays 12; and that the Senate
adopted H. C. R. No. 132 on April 6, 1973, recalling H. B. No. 185
from the Governor's Office for further consideration; at the re-
quest of the House, the Senate appointed a Conference Committee
to consider the differences between the two Houses; and that the
Senate adopted the Conference Committee Report on H. B. No. 185 on
April 25, 1973, by a viva-voce vote.
Approved May 11, 1973.
Effective Aug. 27, 1973, 90 days after date of adjournment.160
