Foitowing is the constitution of the
Rice Students' Association, of which
every man and woman in the schooi
has the privilege of becoming a mem-
ber.
The students of Rice organized into
a seif-governing body, and adopted
this constitution, in the year of 1917-
1918.
Newstudents, andoidasweU, are
advised to read over this document
and keep it mi hand for purposes of
reference.
THE (JONST!TUT!ON.
Artictel—Name.
The name of this association shaii
be The Students' Association of Rice
institute.
Artide 2—Function.
The function of the association shall
be to organize and oversee inter-class
and inter-collegiate relations, class
customs and privileges, and to direct
such matters pertaining to the best
interests of Rice Institute as come
within the province of the student
body.
Article 3—Membership.
Each bona fide student of Rice In-
stitute shall be a member of this as-
sociation.
Article 4—Organization.
Section 1. The officers of this as-
sociation shaii be a president, vice
president, secretary and treasurer,
such standing committees as may be
necessary, an Honor Councii, and a
governing body to be known as the
Students' Councii of Rice Institute
This councii shaii have the power to
perfect its own organization and make
its own by-taws. The president of the
association shaii be the president of

the council, the treasurer and secre-
tary of the association shall be the
treasurer and secretary, respectively,
of the council. The president shaii be
a Senior, the treasurer shall be either
a Senior or a Junior, and the vice
president shall be a member of any
class.
Sac. 2. (a) The Student Councii,
including the officers named in pre-
ceding sections, shaii be composed of
eleven members, four of whom shall
be Seniors, three of whom shaii be
Juniors, two Sophomores, one mem-
ber-at-large, and one member to be
selected from the Freshman class by
the councii at its first meeting.
(b) The president, vice president
and treasurer shaii be elected on the
last Monday in April. The remaining
eight members of the council shaii be
elected on the second Monday in May,
the Seniors by the incoming Seniors
of the association, the Juniors by the
incoming Juniors, the Sophomores by
the incoming sophomores, and the
member-at-iarge by the entire associa-
tion. They shaii serve for the period
of one year, with the priviiege of re-
election.
(c) Being piacsd on probation by
the facuity shaii automatically remove
a man from the council. A member
on probation may be nominated for a
position becoming vacant after the
end of his term of probation.
(d) Two successive unexcused ab-
sences from the meetings of the coun-
cii by any member shaii terminate his
membership. Excuses shaii be pre-
sented to the councii for acceptance
or rejection.
(e) Any member may be impeached
for misconduct in office by a two-
thirds vote of the councii. and can be
removed from the councii by a two-
thirds vote of the association.
Sec. 3. There shaii be an Honor
i Councii, whose duty it shaii be to in-
i vestigate and try ait vioiations of
I student honor. It shaii have the pow-
er to perfect its own organization and
itoeiect its own officers.
Sec. 4. There shatt be a Woman's
I Councii. which shaii act oniy on mat-
; ters pertaining to women's interests.
! Its decisions shaii not conflict with
j the rules of the Student Council. This
! councii shaii have the power to per-
! feet its own Organization and eiect its
I own officers.
Sec. 5. (a) The president of the as-
' sociation shaii preside at aii meetings
of the association, at aii cottege mass
meetings, and at aii meetings of the
; Student Councii. In his absence the
vice president shaii preside.
(b) The secretary shaii keep a true
roii of membership, the minutes of the
meetings of the association, and aiso
the minutes of aii coiiege mass meet-
ings. He shatt attend to the corre-
spondence of the association, and per-
form other such duties as are gener-
atiy performed by the secretaries of
suchbodies.
(c) The treasurer of the association
shait keep ait its moneys, and shaii
pay out such moneys only on the or-
der of the councii. On or before the
second Monday of each term of each
year he shait present to the councii,
for auditing and pubiication, an item-
ized account of the receipts and dis-
bursements made hy him on behatf of
the Students' Association, and ;hatt
tender a simitar account at the end of
his term of office. The treasurer shatl
furnish a surety bond within thirty
days of the time he assumes his du-
ties. The premium of this bond shall
be borne by the association and the
bond shaii be deposited at the Uni-
versity office. Aii checks in payment
of debts shaii be signed by the presi-
dent and treasurer of the association.
(d) The Student Council shall have
the power ta make all laws and enact-
ments necessary to carry out the pur-
poses of the association and to appoint
all student committees neeesary for
the regulation of student life. Any bill
framed by the council shall become
effective within ten days of its publi-
cation, unless protested by a petition
bearing the names of 75 members of
the association. The Student Council
shall represent the association in all
its dealings with the faculty, alumni,
trustees and other bodies. It shall be
authorized to use discretionary pow-
ers on matters requiring immediate
action.
Article 5—Student Organizations.
Section 1. The Student Council shall
sit as a court of arbitration upon all
disputes between members of the asso-
ciation and between all student organ-
izations except those disputes falling
under the jurisdiction of the Honor
Council.
The Student Association is empow-
ered to remove by a two-thirds vote
any officer of any student organiza-
tion.
Article 6—Elections.
Section 1. There shall be appointed
at a time convenient to the classes an
ejection board of eight members—two
to represent each class and to be ap-
pointed by the ciass which they rep-
resent. The first appointed Senior
member shall act as chairman. The
duties of this board shall be to take
charge of the campaign, to manage
the voting and to count the votes.
Sec. 2. The president, vice presi-
dent and treasurer of the association,
the editor-in-chief, assistant editor
ami business manager of the Campa-
nile, the editor-in-chief, managing ed-
itor and business manager of The
Thresher, the member-at-large of the
Student Council, and the yeii leaders
shatt be elected on the last Monday in
Aprii.
Ail Honor Councii members (except
the Freshmen members) and remain-
ing members of the Student Council
necessary to make up quotas of the
Sophomore, Junior and Senior ciasses
shaii be elected on the second Mon-
day in May.
Sec. 4. The president, vice presi-
dent and treasurer of the association;
the member-at-large of the Student
Councii, the yeii teaders and the edi-
tors of the coiiege publications, as list-
ed in Article 6, Section 2, shall be
nominated by written petition, signed
by at ieast 25 members of the associa-
tion, and said petition must be in the
hands of the secretary of the associa-
tion at ieast ten days before the date
of the election.
Sec. 5. The president, vice presi-
dent and treasurer of the association,
the member-at-targe of the Student
Council, the yeii leaders and the edi-
tors of the college publications, as list-
ed in Articie 6. Section 2, shall be
eiected by a genera] vote of the asso-
ciation. Any other nominee shaii be
voted on only by the members of the
ctass to which hebeiongs.
Sec. <!. In case no nominations for
any office are made by the associa-
tion, the council shaii have the power
to nominate a member or members for
the office.
Sec. 7. There shati be a regular
autumn election on the first Monday in
October to fiii such vacancies as may
occur after the spring elections.
Sec. 8. No Freshman shaii vote un-
til after the beginning of the second
term.
Sec. 9. Vacancies occurring after
the autumn elections shaii be filled by
the council.
Sec. 10. As soon as possibie after
its organization, the Student Council
